<br />through Ladyslipper Park. To the north of the road is a large wetland complex <br />that is connected to Lake Owasso. To the south of the road are 8 platted lots that <br />complete this City park. In March the City Council approved a master plan for <br />this park. <br />. 303 S. Owasso Blvd. This is a large parcel ofland that can be subdivided into 4 <br />lots. It has been past policy to allow property owners to defer assessments until <br />the parcel is subdivided. This would be addressed at the Assessment Public <br />Hearing. <br />. 3005 S. Owasso Blvd: we will be routing the street and sidewalk around the 36" <br />oak tree in the right- of- way in front of this home. <br />. 3051 S. Owasso Boulevard: this parcel while it abuts the road is not developable. <br />It is almost entirely covered by a wetland. Staff recommends not assessing the <br />parcel for this improvement. It would be difficult to prove a "benefit" to the <br />Owasso Hills homeowners association as a result of this project. As mentioned <br />before, this wetland is a part of the city's comprehensive storm water management <br />plan. <br />. BNSF railroad tracks. We are working with the railroad to acquire easements to <br />construct the proposed road improvements. At this time, we have estimated that <br />the cost for these easements will be $4/ square foot. We need approximately <br />10,000 sf to complete the road reconstruction as proposed. These costs are <br />included in the overall project estimate. <br />. Private Driveway: We have had two separate meetings with the owners of349, <br />345,337,333, 329, 317 and 313. The private shared driveway is not constructed <br />to city standards, and there is not adequate room for a minimum public road plus <br />right- of- way (24 feet/50 feet respectively). As a result staff does not <br />recommend that the City take over ownership of this driveway. <br /> <br />We have provided to them information about paving their driveway as well as <br />proposed a design to address their storm water drainage concerns. Consistent <br />with past practice, the driveway reconstruction would be paid for by the property <br />owners. The storm drainage improvement could be paid for by storm water <br />infrastructure funds. This work can be completed in conjunction with the project <br />or separate. <br /> <br />The City Attorney is of the opinion that properties along the private drive, while <br />not directly abutting the street, do benefit from the proposed improvement. As <br />such we have presented assessment options to discuss them. This is consistent <br />with the assessments we levied in 2004 for the private drive off of W. Victoria <br />Street Frontage Road. Similar to that project, we have explored 5 different <br />options for assessing these properties for this project. <br /> <br />Project P-ST-SW-05-06 <br />S.
