<br />. Option I: Use footage of 349 S. Owasso, the first lot that accesses the private <br />driveway and apply to all lots on private driveway <br />. Option 2: Use front footage of each individual property. <br />. Option 3: Divide footage equally between parcels (600 feet total! 7 total lots ) <br />. Option 4: No assessment for S. Owasso reconstruction for lots not abutting <br />public right- of- way. (both 349 and 345 abut the right- of- way) <br />. Option 5: Divide the footage that directly abuts the roadway between the 8 <br />parcels. (81.93'/8) <br /> <br />All 5 options have been discussed with the property owners. Staff recommends <br />Option I since it is consistent with the Council approved assessments levied for <br />the W. Victoria Frontage Road in 2004. <br /> <br />. Parking for 363, 365,367,375,381,385,389, and 397 S. Owasso Blvd: This is <br />discussed in the Design segment above. <br />. 411 S. Owasso Blvd: This property is in the 40 foot right- of- way area of the <br />project. We are working with the property owner on resolving his parking <br />situation. <br />. 450,472 and 562 S. Owasso Blvd: Since these properties do access the street, we <br />are proposing to assess them consistent with City policy. <br /> <br />E. Driveways <br />As the project progresses we will work with the property owners that have non- <br />conforming driveways to help them bring them into conformance. <br />Usually when the City is undertaking a project and issues are discovered as a part of the <br />planning process we help the property owners through the application process. This <br />includes, providing exhibits, waiving application fees for variances and setback permits. <br />There are a number of driveway encroachments on this project. This is where one <br />neighbor's driveway encroaches onto their neighbor's property.
