This <br />imbalance is slowing neighborhood rejuvenation and having negative impacts on the school <br />districts that serve Roseville families. <br /> <br />Options for addressing this issue: <br />. A mix of strategically designed loan programs to facilitate home improvements and to <br />bridge financial gaps for first-time homebuyers and seniors <br />. Development of design options and plans to assist homeowners, particularly for the <br />elderly and for families wishing to increase their square footage rather than move from <br />the city or their school district. <br />. No more senior housing <br />. Greater City intervention through modifications to lot size and set-back requirements, <br />subsidies for affordable housing, and land use zoning modifications. <br /> <br />3. In ten to fifteen years, many neighborhoods will experience significant turnover as seniors <br />leave homes they have lived in for much of their lives and younger families with children <br />begin to move in. But until this turning point is reached, school districts are in a pattern of <br />declining enrollment trends and declining need for facilities. <br /> <br />Options for addressing this issue: <br />. Develop cooperative relationship among the City, the school districts and other partners <br />to sustain and maintain essential school buildings that will eventually be needed for <br />classrooms. <br />. Work with realtors and the school districts to jointly promote the schools and housing to <br />young families <br /> <br />4. Residents view housing issues as inter-related with other issues, such as transportation and <br />public works, parks and recreation, and economic development. An integrated approach <br />that offers a "one-stop-shop" for residents would be more productive in reaching desired <br />outcomes. <br /> <br />Options to address this issue <br />. Develop inter-departmental policies to promote neighborhood revitalization and <br />sustainability <br />. Cross-train staff who interact with the public in several departments so they are <br />knowledgeable and have strong working relationships with staff outside their primary <br />department <br />. Host public information sharing meetings that include representatives from the different <br />departments and city commissions <br />.
