City of Roseville - Planning Commission Agenda for June 1, 2005Page 6 of 8 <br />Chair Traynor closed the hearing. <br /> <br />Motion: Member Traynor moved, seconded by Member Bakeman, to recommend approval of <br />the vacation of rights-of-way and easements for Mount Ridge Road, as described in the <br />attached legal descriptions and illustrated on the attached map dated 5/26/05, with the <br />findings in Section 5 and the conditions in Section 6 of this project report dated June 1, 2005. <br /> <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br /> <br /> <br />Motion: Member Traynor moved, seconded by Member Bakeman, to recommend approval of <br />the vacation of rights-of-way and easements for Prior Avenue, as described in the attached <br />legal descriptions and illustrated on the attached map dated 5/26/05, with the findings in <br />Section 5 and the conditions in Section 6 of this project report dated June 1, 2005. <br /> <br />Ayes: 6 <br />Nays: 0 <br />Motion carried <br /> <br />  <br />6.Actions/Recommendations: <br />  <br />a.Planning File 3595: Request for Planning Commission determination that land use proposed <br />within Phase 1 of Twin Lakes is consistent with City Plans and Comprehensive Plan, as <br />required in City TIF policy, before initiating new districts or projects. <br /> <br />The Community Development Director, Dennis Welsch, advised that the City of Roseville Tax <br />Increment Policy states that there be a “planning analysis and recommendation regarding land use <br />consistency from the City’s Planning Commission” in relation to the establishment of a new Tax <br />Increment District. Proposed is Phase I of the Twin Lakes Redevelopment Area. It will become part <br />of a new tax increment district, Roseville Tax Increment District 17 and Hazardous Substance Sub- <br />district 17A. <br /> <br />Motion: Chair Traynor moved, seconded by Member White, to recommend approval of a <br />finding of consistency since 1) the Business Park designation anticipates a mix of business <br />and retail uses as well as residential uses, 2) the Planning Commission on October 6, 2004, <br />recommended approval of the Twin Lakes PUD concept plan as consistent with the <br />Comprehensive Plan, and 3) the Roseville Comprehensive Plan Goals and Policies <br />consistently encourage redevelopment and clean up of blighted, contaminated and <br />underutilized property. <br /> <br />Ayes: 6 <br />Nays: 0 <br />Motion carried <br />  <br />7.Information and Reports:  <br />a.Sign Photo Survey. <br /> <br />Thomas Paschke explained a visual survey of monument signs, pole signs, facade signs, temporary <br />signs, canopy signs, banners and real estate signs. <br />Size, design, readability, style and architecture of the signs were discussed.
