City of Roseville - Planning Commission Agenda for June 1, 2005Page 6 of 7 <br />6.Comprehensive Planning: Past, Present, Future (John Shardlow) <br />  <br />Chair Mark Traynor introduced John Shardlow, consulting planner with DSU. Mark noted that this is the <br />first step in a series of workshops regarding the review of the Comprehensive Plan. The hope is these <br />workshops will put the Planning Commission in a better position to complete the task. <br /> <br />John Shardlow and Anne Taft presented the reasons for planning. Planning protects public and private <br />investments over time, and creates a shared understanding of development history to create common <br />information base. The presentation followed. (A Power Point handout will be prepared for the Commission <br />and placed in the file.) <br /> <br />After the Shardlow presentation comments included: <br /> <br />Chair Traynor – Roseville has a culture of planning and investment in public facilities. The dance between <br />commercial and residential development has always had a unique tension – all relevant today and for the <br />future. <br /> <br />Member Doherty – The School District was a special development assist – it is difficult to separate the <br />schools from the city. <br /> <br />Dennis Welsch – Roseville is less dense today than in the past, there were more children in fewer homes <br />in the 1960’s and 70’s. <br /> <br />Chair Traynor – City build out was estimate to be 56,000, but only 34,000 are here now – how come? (We <br />aged as a community and have fewer children, fewer occupants per dwelling unit, and have not been able <br />to “refill” those housing units.) <br /> <br />Member White asked if there was something in the plan in the 1970-80 that could have helped reduce age <br />stratification – what would have helped create a full compliment of facilities, services, and residents? <br /> <br />John Shardlow encouraged the Commission to think about the future reinvestment needed to retain a full <br />service family oriented community, i.e. “balance”. <br /> <br />Chair Traynor expressed interest in how the transportation and transit grid will change in the future. What <br />will our future be? <br /> <br />Member Bakeman noted the grids street system gives the neighborhoods more access but also more <br />traffic, which appears to increase density and complicate quality of life issues. <br /> <br />Member Boerigter explained that now Roseville has an HRA to address housing needs in the community. <br />Historically, parts of the city were commercial and industrial and there will continue to be a clash between <br />then and the residential uses.
