City of Roseville - Planning Commission Agenda for June 1, 2005Page 5 of 7 <br />The site, approximately 6.3 acres, can currently provide parking space for 800 to 900 passenger <br />vehicles. If used to capacity, the interim use for trailer parking could handle approximately 300 <br />trailers at one time. Most trailers will be empty, all will be locked. <br /> <br />The Community Development Staff recommends approval of the Interim Use Permit for the reasons <br />stated in Section 5 of the project report dated August 3, 2005, subject to the following conditions: <br /> <br />a.The temporary use (truck trailer parking) must be limited to two years. Trailers must be <br />common freight trailers, with a maximum of 300 stored on the site at any one time. Petro- <br />chemical tankers are prohibited. Should the Meritex building at 2555 Walnut again lease <br />space to companies who must have additional employee parking during the term of this IUP, <br />Meritex must remove trailer parking, reconfigure the parking lot, and allow for the needed <br />passenger vehicle parking. <br /> <br />b.The trailer parking area must be fenced (with four gates) for security and to contain the <br />trailers in designated areas. Meritex must use “best management practices” to control dust, <br />snow, spills, fires, and explosions. <br /> <br />c.The applicant must submit a safety/security plan for review by the Fire and Police <br />Departments, and the IUP is subject to their approval of security and safety improvements. <br /> <br />d.While stored on the site, all trailers must be locked. <br /> <br />e.Street sweeping shall be used as necessary or as required by the Public Works or <br />Community Development Department (per the City Street Cleaning Policy – attached) to <br />reduce dirt from affecting adjacent roadway surfaces. <br /> <br />f.The Interim Use Permit shall be allowed for a period of two years from August 2005 through <br />August 2007. <br /> <br />g.The issuance of an Interim Use Permit is no guarantee that the trailer parking use will be <br />given permanent land use status, nor that the Interim Use Permit could even be extended. <br />Member Boerigter asked for details of parking on the site by the owner/applicants. Member Wozniak <br />asked what will be stored in the trucks. Dennis Welsch explained the requirement of a security and <br />safety plan for these trucks, to be reviewed by Police and Fire Departments. <br />Steve Dorff, Meritex, and Tom Quinlan, tenant explained the trucks will be empty except for returns <br />with surplus materials. Member Doherty asked what percent of the building is leased currently <br />(60%), but may drop as low as 45% by December. <br />Mr. Dorff explained that this (truck parking on an interim basis) is not the permanent lease Meritex <br />seeks. The future may include redevelopment of the site. <br />No further public comment was offered.
