City of Roseville - Planning Commission Minutes for September 7, 2005Page 10 of 10
requirements of City Code Section 1010.
Andrew Rogness, Senior Pastor of Prince of Peace Church, answered questions. Member Pust
asked about the sidewalk extension to the south from the church property across the Huberty
property to the city park land (part of the pathway plan to connect parks and trails). Arne Lucke,
project architect explained the need for storage under the main worship center for mechanical,
heating, and cistern equipment.
There were no further comments. Chair Traynor closed the hearing.
Motion: Chair Traynor moved, second by Member to recommend approval of a conditional
use permit for Prince of Peace Lutheran Church, 2561 Victoria Street, based on the findings
of Section 5 and conditions of Section 6 (a through g) of the project report dated September
7, 2005.

Ayes: 6
Nays: 0
Motion carried.

7.Sign Code Update

Thomas Paschke summarized the amendments he has been developing for the Sign Code. Chair Traynor
supported the idea of charts and sample signs. Prohibited signs that are difficult should have definitions
and a listing. General discussion ensued on ground signs, monument signs, prohibited signs, free standing
signs, master monument signs, and other city models (such as Woodbury). A chart of listing sign types
within which land uses would be helpful, as well assigns sizes by land use districts. Pictures of signs
should be diagrammed or pictures. Chair Traynor suggested opening the sign code ordinance amendment
process in November and continuing it from month to month until complete. The Commission is to provide
Thomas with further input in advance of the October meeting.

8.Information and Reports:
a.Shardlow presentation

The next Shardlow workshop presentation on Roseville Past Present and Future will be held on
October 5.
