City of Roseville - Planning Commission Minutes for September 7, 2005Page 9 of 10 <br />Thomas Paschke explained that Prince of Peace Church seeks approval to construct approximately <br />8,000 sq. ft. addition in a 450 seat worship center on to their existing facility (east) adjacent to <br />Victoria Street. The proposal also includes new offices, a bride’s room, and remodeling the existing <br />worship space to a gathering, which improvement also includes a small expansion to the current <br />lobby, site grading and drainage, and landscaping. Prince of Peace Church, originally built in 1957 <br />and located on 6.2 acres, has a Comprehensive Land Use Plan designation of CIVIC, is located in <br />Planning District 7, and the property is zoned R-1, Single Family Residence. <br />Section 1004.015 permits churches within an R-1 District, with an approved Conditional Use Permit <br />and a 30 foot setback from any adjoining residential property line. The proposed additions will <br />setback a minimum of 30 feet from the east property line adjacent to Victoria Street, the only <br />setback affected by the proposed addition. The proposed worship center structure has a footprint of <br />approximately 6,700 sq. ft. extending on to the east side of the existing church. The proposal also <br />includes a 550 sq. ft. lobby addition and an 800 sq. ft. restroom addition, both on to the south side of <br />the existing church. The worship center includes a 2,050 sq. ft. basement to be used as storage. <br />Section 1018.08 of the Roseville City Code requires on-site parking at a minimum of 1 space for <br />every 3.5 seats in the assembly hall. In the case of the proposed 450 seat new worship center, <br />parking is required at a minimum of 129 spaces. The existing site included 148 on-site spaces, for <br />which there is no proposal to expand parking. The proposal does include the removal of a detached <br />storage building and replacing it with a curb extension (southwest portion of parcel). <br />The proposed building material includes brick and a copper steeple. The addition will be designed to <br />blend with the existing structure utilizing compatible materials and colors. <br />Mr. Paschke reviewed the criteria for a conditional use permit and found no major impacts, noting <br />those consistent with the site plans and city plans. <br />The staff recommended approval of a CONDITIONAL USE PERMIT to allow the construction of <br />approximately an 8,000 square foot institutional use addition to the existing church within an R-1 <br />zone (including a worship center, new restrooms, offices and bride room, and the remodeled of the <br />existing space into a gathering area and library) for Prince of Peace Lutheran Church, 2561 Victoria <br />Street, subject to the following conditions: <br />a.The site being developed with setbacks as per the site plan in the applications dated August <br />5, 2005. <br /> <br />b.The worship center and associated addition/improvements footprint being limited to 8,000 <br />square feet. The basement must be used for storage. <br /> <br />c.The worship center and associated addition/improvements being comprised of brick, metal <br />trim, and metal or aluminum window and door f frames that blend/complement the existing <br />building, or concrete pre-cast panels, architecturally designed to blend/compliment the <br />existing building. <br /> <br />d.The submittal of a grading/drainage/erosion/storm water management plan for the site to the <br />Grass Lake Water Management Organization for review and comment and to the Roseville <br />Public Works Department for review and approval. <br /> <br />e.The worship center, excluding the steeple, being limited to a maximum height of 31 feet from <br />grade. <br /> <br />f.The installation of 6 new trees to line the north drive and new landscape beds adjacent the <br />existing and new addition. This proposed landscaping must be submitted in the form of a <br />landscape plan in compliance with Section 1010 of the Roseville City Code and prepared by <br />a registered landscape architect.
