Member <br />Wozniak asked for clarification of the underlying zoning of R-1. Member Bakeman explained the <br />town homes are zero lot line homes as well. <br /> <br />6.Public Hearings <br /> <br />a.Planning File 3669: Request by Rick Boschee for a Variance to Section 1004.016 (Residential <br />Dimensional Requirements – Lot Size) and a Minor Subdivision to create a substandard <br />residential lot at 2808 Lakeview Avenue. <br /> <br />Chair Traynor opened the hearing and requested Dennis Welsch to provide a verbal summary of the <br />project report dated September 7, 2005. <br /> <br />Dennis Welsch advised that Rick Boschee has filed an application requesting creation of a flag lot <br />similar to other flag lots along Lakeview Avenue. In order to create a “flag” shaped lot, he proposes <br />a narrow (15 foot) driveway access point from Lakeview and a driveway setback of 2.5 feet along <br />the thin portion of the flag lot. In addition, the 15 feet of frontage requires a 70 foot variance to the <br />normal frontage of 85 feet. The parcel is 36,155 square feet (0.83 acres) divided into two parcels; <br />one (with 12,000 s.f. of land) and including the existing home and a new garage (west parcel) and <br />the second (with 24,000 s.f. of land) for a new home (east parcel) to be occupied by the family. <br /> <br />The Boschee parcel has an existing width of 100 feet, a depth of approximately 361 feet, and a size <br />of 36,155 square feet (0.83 acres) Source: County Records. The proposed parcels would have <br />street frontages of 85 feet for the existing homestead and 15 feet for the new parcel; a depth of 150 <br />feet for the existing homestead “A” and a varying depth of 215 feet for the new parcel “B”. New parcel “B” creates a “flag lot” that is 15 feet in width <br />at the street, a deficiency of 70 feet from the 85 foot minimum width requirement. However, the new <br />parcel depth and square footage exceed the requirements of the Roseville City Code. In addition, <br />the proposed house would be setback 15 feet at minimum from the north side property line. The <br />new house would be setback from the east the average of the house to the north and the house to <br />the south. <br /> <br />Based on the information provided and the findings in Section 5 of this project report, the <br />Community Development staff recommended approval of the request by Rick Boschee for a 70 foot <br />variance to Section 1004.016 and a 2.5 foot driveway variance from 1004.016 of the Roseville City <br />Code and approval of a Minor Subdivision of 2808 Lakeview Avenue, subject to the following <br />conditions: <br /> <br />a.Minor Subdivision sizes for the two parcels from the large existing parcel at 2808 Lakeview <br />Avenue, should meet minimum requirements including: <br /> <br />http://www.ci.roseville.mn.us/council/planning/minutes/2005/pm050907.htm12/27/2005 <br /> <br />
