City of Roseville - Planning Commission Minutes for October 5, 2005Page 9 of 11 <br />Existing Traffic and Utility Capacity. The current proposal will not expand the building; intensify <br />current activities, or uses. However, there may be a 'reuse' of a tenant space that creates a nominal <br />increase in traffic. There is currently adequate water and sanitary sewer capacity to support current <br />and anticipated uses within the structure. <br />Existing Site Improvements. The current site encompasses roughly 3 acres and has 109 parking <br />spaces and 3 truck loading spaces. The parcel has approximately 10,500 sq. ft. of green space <br />(8%). The structure is set back 100 feet from the north property line, 30 feet from the east property <br />line, 60 feet from the south property line, and 30 feet from the east property line. The parking lot is <br />setback 5 feet from the north property line, 5 feet from the east property line, zero feet from the <br />south property line (shared parking) and 5 feet from the west property line adjacent to Cleveland <br />Avenue. <br />Policies. Paschke explained that the Community Development Staff relies on the Adopted <br />Comprehensive Plan Land Use Goals and Policies as the City Policy to conclude whether the <br />rezoning is in the best interest of the City using the following policy statements. <br />1.Redevelop blighted areas into higher density business centers creating an enhanced tax <br />base and jobs. <br />2.Eliminate blight and prevent deterioration of buildings and infrastructure. Strive for better <br />aesthetic appeal with the use of quality design standards for new development and <br />redevelopment. <br />3.Actively encourage the redevelopment of blighted commercial and industrial land uses that <br />incorporate planned business atmosphere to provide for a mix of uses, maximize the tax <br />base, increase quality jobs and provide jobs to housing balance in a livable environment. <br />4.In addition this site is within the Tower Place master planning area (1994-95) where a gradual <br />change from light industry to business and retail was anticipated. <br />Regarding the signage, the structure faces west to Cleveland Avenue and includes an area that <br />would afford tenants in the western portion of the building with visible wall signage. However, there <br />will be up to 6 tenants (3 along the north and 3 along the south) that will have virtually no place to <br />install a wall sign which is visible to customers along Cleveland. <br />The City Planner was approached by Archnet (consultant for applicant) about the possibility of <br />installing a ground or pylon sign that exceeds the Code requirement for both its height and square <br />footage. The sign would be installed adjacent to Cleveland Avenue. He noted that previous projects <br />receiving variances to sign regulations include: Target, Rosedale Square Roseville Shopping <br />Center, Har Mar Mall, SuperAmerica at 2785 Hamline Avenue, B-Dale Club at 2100 Dale Street, <br />and North Heights Church/School. <br />In his report of October 5, 2005, the City Planner determined that the request requires two <br />variances. Specifically, the City Code (Section 1009.08E and 08G) affords this parcel one pylon or <br />ground sign; limits a pylon sign to a height of 20 feet; limits a monument sign to a height of 8 feet; <br />and allows a pylon/ground sign to have a maximum of 100 sq. ft. of sign area. The Code does not <br />limit tenant signage, which can create difficulties when designing/allotting multi-tenant signage. He <br />concluded that there is justification for granting VARIANCES to Section 1009 of the Roseville City <br />Code for 2500 Cleveland Avenue. Specifically, the freestanding pylon (pole) sign proposed appears <br />to be reasonably proportioned at 25 sq. ft. per tenant (the 6 at the rear of the building with very <br />limited visibility from Cleveland Avenue) and reasonably sized at a height of 25 feet to afford visual <br />identity and attraction. <br />Based on the information in Section 5 of the project report dated October 5, 2005, the City Planner <br />recommended approval of the rezoning and 2 variances at 2500 Cleveland Avenue. <br />Member Bakeman asked for details of the rezoning and location of the signage. <br />http://www.ci.roseville.mn.us/council/planning/minutes/2005/pm051005.htm12/27/2005 <br /> <br />
