<br />City of Roseville - Planning Commission Minutes for November 2, 2005http://www.ci.roseville.mn.us/council/planning/minutes/2005/pm051102.htm <br />C ITY C OUNCIL <br />City of Roseville <br />Planning Commission Meeting <br />Wednesday, November 2, 2005 <br />1.Call to Order <br />Vice Chair Mary Bakeman called the November 2, 2005 regular meeting of the City of Roseville Planning <br />Commission to order at 6:30 PM, in the Roseville City Hall Council Chambers. <br />2.Welcome, Roll Call <br />Present: Bakeman, Doherty, Pust, White, Wozniak, Traynor, Boerigter <br />Absent: <br />Staff present: Thomas Paschke, Dennis Welsch <br />3.Approval of Minutes <br />Motion: Member Bakeman moved, seconded by Member Doherty, to approve minutes of October 5, 2005. <br />Ayes: 7 <br />Nays: 0 <br />Abstain: 0 <br />Motion carried: 7-0 <br />4.Communications from the Public <br />a.From the Public: none <br />b.From Commission: Member Bakeman and Chair Traynor commented on the Target Store completion and <br />opening, stating that it turned out well. They thanked staff. <br />5.Public Hearings <br />a.Planning File 3691: Request by Terrance Fenne for a CONDTIONAL USE PERMIT to allow for the <br />construction of a 1,008 s.f. detached accessory structure (garage) in the rear of the parcel at 910 <br />Highway 36. <br />Chair Traynor opened the public hearing and requested City Planner Thomas Paschke to provide a verbal <br />summary of the staff report dated November 2, 2005. Mr. Paschke explained that Mr. Terrance Fenne <br />seeks approval of a CONDITIONAL USE PERMIT (CUP) to allow the construction of a 1,008 sq. ft. <br />(maximum size allowed) detached accessory structure in the rear yard. The Fenne property has a <br />Comprehensive Land Use designation of LR, Low Density Residential and an Official Zoning Map <br />designation of R-1, Single Family Residence District. Section 1004.01A4 (Requirements for Increased <br />Size) requires a detached accessory structure between 864 sq. ft. and 1,008 sq. ft. to receive a conditional <br />criteria stipulated in the City Code. Mr. Fenne seeks approval to construct a new 1,008 sq. ft. detached <br />accessory structure, to be located in the rear yard and used as a residential garage. An existing 192 sq. ft <br />(approximate) shed would be removed and the existing attached garage (396 sq. ft.) is proposed to be <br />converted to living area. <br />Thomas Paschke explained the analysis of the 6 CUP criteria needed to get from 864 s.f. to 1,008 s.f., <br />1 of 53/13/2006 8:48 AM <br /> <br />
