The structure will replace an attached garage which will <br />become part of the house. The only impact is the increase in size. <br />Chair Traynor asked if there are issues with setbacks, height, or impervious surfaces. (No, the proposal <br />meets are exceeds the requirements.) <br />Member Wozniak asked if the City Code governs the uses of the structure. (Paschke explained that <br />residential garages may be used for personal, residential uses and storage, not for commercial and/or <br />business uses.) <br />Member Pust asked why the road does not show on the drawings and city map. (It is a joint private <br />easement driveway.) <br />Member Wozniak asked if there is a level of city maintenance requirements for private easements (no). <br />Member White asked if there are regulations regarding what items may be stored in a garage (no). <br />Mr. Terrance Fenne, 910 Highway 36 (applicant) explained that the need is to convert the existing <br />attached garage into housing while a new 4 stall garage will store up to 4 vehicles and store patio <br />equipment and maintenance materials from the shed that will be removed. The driveway will connect <br />directly to the easement driveway. No business or storage of non-residential uses or equipment will occur. <br />opposed. <br />Member White asked why the garage stalls are stacked 2 deep rather than side to side. Mr. Fenne <br />explained that this orientation allows for protection of the existing trees. <br />screening to reduce the size? (Parking in this area, <br />with a 3 car garage, could be similar to what Mr. Fenne proposes.) <br />Chair Traynor asked if there is a market valuation impact created by the new garage. Staff explained that <br />there has been no perceived decline in value by the Ramsey County Assessors within a neighborhood <br />because of a new garage, in fact it normally increases in value.) <br />Member White asked if this structure could be turned into a house. (No, it would require a lot division and <br />several variances.) <br />Carleen Marsolek, 911 Sherren Street, stated she had emailed her opposition to staff (a copy of which <br />was provide to the Chair). She explained that her property directly abuts the south edge of the Fenne <br />minimum required by the code). She said the applicant currently does not park in the garage and asked <br />why the garage is 2 plus 2 deep, rather than 1 car deep. She is concerned about property value, use, size, <br />and exterior design. Can the garage be setback 20 to 25 feet north from the property line? <br />Chair Traynor asked Mr. Fenne about design (The structure will be clad in 4 inch vinyl lap siding, 3 tab <br />shingles on a 4/12 slope roof, the same materials would later be used to clad the exterior of the house.) <br />Mr. Fenne explained the easement and the limitation on the size and location of the garage because of <br />the large trees. The existing garage will become a family room. <br />Member Pust asked if shortening the setback from the easement drive (by moving further from the south <br />property line) would reduce the pavement costs. <br />regardless of the length of the garage from 36 to 42 feet. <br />Member Doherty asked for clarification o the CUP allows for 144 more square feet of garage area; if there <br />was no CUP, the depth of the garage would change from 42 feet to36 feet and it could be placed within 5 <br />2 of 53/13/2006 8:48 AM <br /> <br />
