The City Attorney was called out of town. <br />7.Information and Reports <br />a.Sign Code Update (Thomas Paschke): <br />Thomas Paschke reported on progress and will schedule an introductory public hearing for the December <br />7 Planning Commission meeting. <br />Chair Traynor asked if special meetings would be necessary (not at this time). <br />b.Update on Metropolitan System Statement and Participation Plan (start of Comp. Plan update <br />process- Dennis Welsch)* <br />c.2005 Work Plan Update, A look at 2006 projects* <br />* Items discussed, considered jointly <br />moratorium. <br />interest in their study related to any moratorium on subdivisions and inviting them to seek our <br />assistance, particularly if the study will examine land use ordinances and the comprehensive plan. <br />The motion carried unanimously 7-0. <br />Dennis Welsch reported on progress and described the handout in the agenda packet. He will schedule an <br />introductory public hearing for the December 7 Planning Commission meeting. A general discussion of the <br />Metropolitan Council System Statement and the Comprehensive Plan update ensued. <br />Member Doherty noted the numerous meetings and hearings and suggested a parallel track for these to allow <br />the Commission to also carry on its normal meetings. <br />Member Bakeman noted that the dates in 2006 should also include a joint direction meeting with the City Council. <br />Member Pust suggested fleshing out the participation plan, and suggested a meeting with the Council on this <br />issue. <br />Member Doherty suggested using neighborhood meetings (like the HRA did) and brainstorming and outreach for <br />more public input. <br />Member Boerigter expressed concern that the Commission should not start all this work until the Council <br />Member Wozniak suggested the Commission work jointly with other City Commissions and Boards, having them <br />bring forward changes to their sections of the Plan. <br />Chair Traynor suggested that the Commission should recommend a process to the Council, but without as <br />detailed meeting schedule at this time since the new Council (after January 1) will want to set its own schedule. <br />The Commission consensus was that the Commission will review the draft plan and share comments <br />with staff before next meeting, that the Commission will review and approve a plan at December <br />meeting; and that the Commission would communicate the proposed plan to the council after the <br />4 of 53/13/2006 8:48 AM <br /> <br />
