City of Roseville - Planning Commission Minutes for February 1, 2006http://www.ci.roseville.mn.us/council/planning/minutes/2006/pm0201.htm <br />Dennis Welsch explained the next steps and suggested the Commission begin the review work <br />necessary for the update of the plan, beginning at the March 1, 2006 meeting. The Commission <br />concurred. <br />There being no further public comment, discussion was concluded. <br />Motion: Member Bakeman moved, second by Member Doherty to continue the hearing and <br />discussion to the March 1, 2006 meeting. <br />Ayes: 6 <br />Nays: 0 <br />Motion carried: 6-0 <br />f.Planning File 3628: Continuation - Request by the City of Roseville to consider amendments to <br />Section 1009 Sign Regulations, of the Roseville City Code <br />Chair Traynor opened the continued hearing and requested City Planner Thomas Paschke to provide a <br />verbal summary of the Sign Code Update project report dated February 1, 2006. Mr. Paschke explained <br />that he has continued to add comment and correction from the Commission. <br />The consensus of the Commission was the most recent draft is a step in the right direction, an <br />improvement over what is in the Code. General discussion ensued on the following topics: <br />Motion: Member Bakeman moved, second by Member White to continue this hearing and <br />discussion to the March 1, 2006 meeting. <br />Ayes: 6 <br />Nays: 0 <br />Motion carried: 6-0 <br />6.Information and Reports <br />a.Group Homes Report <br />Dennis Welsch and Thomas Paschke explained the Council discussion regarding Group Homes--the <br />staff is to prepare either policy or regulation that the Council can review, which states that Group Homes <br />must abide by all requirements of an R-1 zone. A proposal will be prepared and submitted to the <br />Planning Commission for their comments. <br />The Council has asked the staff to change its notice procedure to include a provision to notice property <br />owners within 350 feet or use a radius which is a distance the equivalent to the longest horizontal <br />measurement of the project boundary, whichever is greater.
