8.Pedestrian Crosswalk Marking

Schwartz went over some of the comments the Commission made at
previous meetings regarding this topic and presented new information.

Member Willenbring talked about educating young children about
crosswalk safety.

Schwartz asked the Commission for direction on where to go with this
topic.

Member Willenbring asked if they could have police enforcement.
Schwartz said Sergeant Eric Christensen had attended the April meeting
and presented their viewpoint.

Member Shiely said there are nine mid-block intersections that need
attention. He thinks they should be signed on either side of the right-of-
way. He thinks there is an alignment problem with over half the signs he
looked at, such as tree limbs, etc. He suggested that crosswalk signs be
double-sided. He wants to ask Ramsey County if they would do the same
signage on County roads. Schwartz said we have worked with the County
before, and they are willing to install signs if we supply them. Member
Shiely went on to say the Commission should advise the Police
Department of sign changes and have them watch to see what effect the
changes had and to report back to the Commission in 30 days. He thinks
the City should use the same type of crosswalk painting throughout the
whole City, and it should be redone twice a year. He wants the crosswalk
at Central Park to have a switch so the light can be turned on and off. He
wants every crosswalk to have a “Crosswalk Ahead” sign in front of it.
He wants to paint on the sides of all Roseville Public Works vehicles
“Watch that crosswalk.”

Schwartz said they needed a recommendation from the Commission to the
Council to provide money in the budget for some of these changes.

Chair Wilke said he would like to see a flasher at Acorn Park.

Schwartz asked the Commission to prioritize their objectives for a request
to the City Council. It was decided to ask for funding for painting
crosswalks twice a year, double facing signs placed at crosswalks, signs
warning of crosswalks, and a flasher system at Acorn Park.

Schwartz suggested they try the paddle signs at three locations. All
agreed.
