He is in favor of no on-street parking year round. <br /> <br /> Chair Wilke said before a public hearing is scheduled they need more <br />input from each other and from the Police Department. Member Shiely <br />argued that the input from residents should come first. <br /> <br /> Schwartz said that what the Commission’s goal should be is <br />recommending to the City Council a specific change in the current city <br />code. He said that in advertising for a public hearing they’ll need to know <br />what message to send as to what they are trying to accomplish. <br /> <br /> Chair Wilke said the first thing the Council will ask is if there’s a problem. <br />He said they should have the Police Department come and discuss their <br />point of view on the situation. <br /> <br /> Member Willenbring asked how this item came to the Commission. Chair <br />Wilke said he brought it up. Member Willenbring questioned if there <br />really was a problem. Chair Wilke said if cars are in the way on the first <br />plowing, Public Works has to go out another time to clear the street, which <br />costs more money. If that can be avoided, there could be a significant <br />amount of money saved. <br /> <br /> Member Willenbring asked if Commission members can bring up <br />problems they see in the City to the meetings. Schwartz said yes. <br /> <br /> John Kysylyczyn, 3083 Victoria Street, asked why the previous parking <br />ban was repealed. He said he would probably be the only person to show <br />up to a public hearing on this topic. He asked how much money would be <br />spent on signs posting the parking ban. He said why don’t the police get <br />some backbone and tow the cars that are in the way. <br /> <br /> Schwartz asked the Commission where they wanted to go with this. Chair <br />Wilke said he thought they needed more information and then needed to <br />make a recommendation to the Council and let them decide what further <br />action to take. <br /> <br /> Member Willenbring said he didn’t think a public hearing was necessary <br />and he thought they should just talk to the police and maintenance workers <br />informally to get information on whether there is a problem or not. <br /> <br /> Schwartz said there was definitely a problem from the maintenance <br />standpoint. He would contact the police to get some statistics from them. <br />Member Shiely said he definitely wanted to know the number and <br />locations of tickets written. <br />Page 4 of 6 <br />
