<br />4.Communications Items <br /> <br /> Duane Schwartz pointed out the letter from the Planning Commission that <br />was included in members’ packets. <br /> <br /> Schwartz updated the Commission on the South Owasso Blvd Public <br />Hearing. The project was approved. Main concerns were the road width, <br />the trail location, and the curb on the north-south segment. Final plans <br />will be brought back to Council in August. <br /> <br /> Chair Wilke updated the Commission on the County Road C Project. The <br />westbound lane is almost paved and paving on the eastbound segment will <br />begin in September. <br /> <br /> <br />5.Recycling Report <br /> <br /> Tim Pratt, Recycling Coordinator, presented a draft of the recycling report <br />and went through the process that provided data for the report. <br /> <br /> Member Fischer asked why there was only one contrast area, which was <br />for single-stream recycling, and none for the other option. Pratt said that <br />single-stream was the hot topic right now and they were looking for more <br />data in that area. Member Fischer asked if Ramsey County contracts for <br />single-stream. Pratt said the County doesn’t contract for recycling at all, <br />cities do. <br /> <br /> Member Willenbring asked what the City’s role is in the whole recycling <br />program. Pratt said it depends on the system that is used. Typically, in <br />two-stream programs the City provides the bins; with a single-stream <br />program, the vendor would provide the bins and charge the City. <br />Basically, the costs and aspects of the program are dependent on the <br />contract that is agreed upon. <br /> <br /> Member Fischer asked what the process will be for choosing which <br />program to go with. Pratt said that’s what he’s asking of the Commission <br />and would like some directive by next month. <br /> <br /> Member Willenbring said he was impressed with all the data that was <br />collected. <br /> <br /> Member Shiely asked if the City gets funding regardless of whether the <br />street is under City or County jurisdiction. Pratt said the County doesn’t <br />stipulate how the funding is used in that way. <br /> <br /> Member Fischer said he liked the report, but asked if some rough costs <br />could be presented for each program so they could come to a better <br />recommendation. Pratt said that a Request for Proposal could ask for <br />more than one option if that’s what they decide. He said he could give <br />Page 2 of 6 <br />
