them the proposed figures from the last bid three years ago: the lowest for <br />two-stream was $1.95 per household per month fixed for three years; the <br />lowest for weekly was $2.15 per household per month fixed; and the <br />lowest for single-stream was $2.49 per household with a 3%, or cost of <br />living increase, per year. The vendor later offered a $2.32 rate, but that <br />still included the 3% per year increase. <br /> <br /> Member Shiely asked if vendors could be brought in to make <br />presentations to the Commission. Pratt said that was a Commission <br />decision. Member Willenbring said he didn’t think it was necessary. <br />Chair Wilke said there would be no need since the differences are clearly <br />spelled out in the report. Member Fischer said he didn’t think it was <br />necessary. <br /> <br /> Member Willenbring asked if everyone is charged a recycling fee whether <br />they use it or not. Pratt said yes, and that was a Council decision. <br /> <br /> Gary Boyum and Jennefer Klennert from Waste Management spoke in <br />support of single-stream recycling and passed out brochures on the <br />program they offer. <br /> <br /> John Kysylyczyn, 3083 Victoria, spoke against the recycling report. He <br />said the information is too broad to make any valid comparisons between <br />single- and double-stream programs. He then went on to list information <br />he thought should have been included in the report. He expressed concern <br />about the proposal review committee. <br /> <br /> Member Willenbring asked what Commission members should do before <br />the next meeting regarding this subject. Schwartz asked Tim Pratt if the <br />next step for the Council on August 8th was a draft Request for Proposal. <br />Pratt said they could go to that step if that was the recommendation. <br />Schwartz said in that case comments and recommendations from <br />Commission members should be made within the next couple of weeks so <br />they can be presented to the Council. Greg Schroeder, City <br />Councilmember, stepped up and said he didn’t think this was a fair <br />request. They weren’t giving Tim enough direction on what they wanted. <br />Schwartz said the Council would make the ultimate decision on how it <br />will be bid. He suggested they wait for Council direction on what they <br />expect in terms of Commission involvement. <br /> <br /> Member Fischer asked what decision the Council will be making on <br />th <br />August 8. Pratt said that he would be presenting this same draft report to <br />them and that Schroeder had already asked for a month to review the <br />information. Pratt would then return to Council in another month for <br />direction. Member Fischer said then they would also have a month to <br />consider the information and make comments.
