<br />1. Roles <br /> <br />A. City Council & City Councilmember <br /> <br />1. Council Enacts City Law and Creates City Policy <br />Councilmembers are the elected representatives of the people who <br />are entrusted to set the overall policy direction for the City. The City <br />Council is like the board of directors for a large private corporation; <br />Councilmembers don't run the City day-to-day but they do set the <br />overall direction for the City. As an important part of setting policy <br />for the City, Councilmembers review and approve the City budget <br />and major City initiatives. <br /> <br />2. The City Council Acts as a Group <br />The authority of the City Council lies with the Council as a body, not <br />with the Mayor or individual Councilmembers. In other words, the <br />Council acts by majority vote of its members; individual Council- <br />members have no separate legislative or policymaking authority. <br />Their authority exists as a member of the CounciL The Council as a <br />whole exercises the legislative and policymaking authority for the <br />City. <br /> <br />If you are a Councilmember, you work with your fellow Council- <br />members to shape Roseville policy. As an individual Councilmem- <br />ber, you must not direct City staff or a citizen advisory commission <br />regarding your own individual policy agenda or your own personal <br />priorities. You must work with your colleagues on the Council and <br />persuade a majority of them that your ideas have merit and should <br />be carried out. The Council as a body, not individual Councilmem- <br />bers, directs staff or a Commission to work on an issue. <br /> <br />As individuals, the most important role of a City Councilmember is <br />to persuade his or her colleagues on the Council to adopt, or not, city <br />ordinances or other city policies.
