<br />ticipate in handling issues that may have a special financial impact on <br />us personally or on a family member. <br /> <br />A Roseville city ordinance requires the disclosure of all campaign <br />contributions to City Council candidates greater than $50. Roseville <br />City Code 9103.015. Political campaigning is not appropriate at <br />Councilor Commission Meetings or in City buildings. Except for <br />bona fide candidate forums, City Hall is not used for political cam- <br />paigning. <br /> <br />We operate in the sunshine of public scrutiny. With rare <br />exceptions, Council and Commission meetings are <br />advertised and open to the public. Most documents <br />that we create as public officials or that come into our <br />hands as public officials are open for public inspection. <br /> <br /> <br />Meetings of the City Council and citizen advisory <br />commissions are semi-formal. The chairperson presides by opening <br />the meeting, announcing the agenda items, recognizing speakers, <br />overseeing the allotment of time, maintaining order, and declaring <br />the result of the voting on motions. Action is taken through motions. <br />The chairperson may make, second, and vote on motions. A majority <br />vote of the quorum present for the meeting rules. A tie vote means <br />there is not a majority favoring an action and so a motion does not <br />pass on a tie vote.
