<br />C. City Staff <br /> <br />City staff are hired by the City Manager to help run the City day-to- <br />day. City staff have specialized training and experience they use to <br />understand public problems and to provide problem-solving options <br />to a commission or to the Council. City staff are not personal staff to <br />individual Councilmembers or commission members. We serve the <br />City by carrying out policies adopted by the Council as efficiently <br />and effectively as we can. <br /> <br />Roseville has a Council-Manager form of government. This means <br />that instead of the Mayor running the daily operations of the City, a <br />full-time, professional, and non-political City Manager is hired to do <br />that. <br /> <br />Under Minnesota state law, the City Manager hires and supervises all <br />City staff. (The City Council must concur with the City Manager's <br />recommendation of a City Attorney.) With the help of all department <br />heads and especially the City's Finance Director, the City Manager <br />drafts the initial annual City budget. The City Manager also makes <br />sure City Council ordinances are faithfully enforced and that the City <br />complies with all county, state, and federal laws governing city op- <br />erations. <br /> <br />A majority of the City Council hires and can fire the City Manager. <br /> <br />9 <br />
