<br />record set out (number of households with material out for collection on a given day) and participation rates <br />(number of households that have material out for collection at some point during a period of time). <br /> <br />The addresses were also compared to <br />the Ramsey County property tax records <br />and City of Roseville utility billing <br />records to determine vacant properties <br />that were deleted from the sample and <br />to determine properties where residents <br />were moving in or out. The properties <br />in transition were deleted from the <br />calculations in the period when people <br />were moving in and/or out - typically <br />one or two collection weeks. This <br />ranged from zero to three properties in <br />transition on anyone collection day. <br />The average was 1.4 households in transition on <br /> <br />Each household was assigned a title: Recycler, Not- <br />Before, Non-Recycler and N9t-A.fter. Re?~cler <br />means the household met the Partisipatiou;criteria in <br />both the "before" and "during" phasys. 1'-I9t-f3efore <br />means the household did not meet the "before" <br />criteria, but did meetthecriteriajn the "d!lring" <br />phase. Non meilPs the <br />household didllotm-?et the criteriaju; either~he <br />"before" or "during"phases. The participation rate for the "during" phase was determined by adding the number of <br />Recyclers and the Not-Befores (and when relevant subtracting the Not-Afters) and dividing the sum by the <br />sample size. <br /> <br />Weights <br />Three weeks of data were compiled for the "Before" period. Five weeks of data were compiled for the <br />"During" period, except for the Weekly area, for which nine weeks of data were compiled. Each truck was <br />driven to the Waste Management/Recycle America Alliance MRF in Minneapolis and weighed. <br /> <br />14 <br />
