<br />Roseville Public Works, Environment and <br />Transportation Commission <br /> <br />Agenda Item <br /> <br />Date: August 23,2005 <br /> <br />Item No: 6 <br /> <br />Item Description: Watershed District Rules Changes/Implementation <br /> <br />The City of Roseville lies within three different watershed management organization boundaries. <br />The western half of the City lies within Rice Creek Watershed District jurisdiction. The <br />southeast one-third lies within Capitol Region Watershed District and the northeast one-third <br />drains to Grass Lake Water Management Organization water bodies. <br /> <br />By state statute, watershed management organizations governing bodies set rules and standards <br />for runoff and treatment of storm water that flows to their jurisdictional water bodies. Rice <br />Creek Watershed District is currently proposing to revise their rules relating to street <br />construction projects. Capitol Region Watershed District is in the process of adopting rules for <br />all development and construction projects within their jurisdiction. <br /> <br />We would like to have a discussion with the Commission on how these rules could impact future <br />street reconstruction projects. We will be open to your feedback on these issues as staff prepares <br />comments to the watershed districts regarding these rules. <br /> <br />Staff will give an overview of the watershed organizations and their requirements at the meeting <br />and will point out the challenges they will create for the City. <br /> <br />Attached is some background relating to the rules and rule changes. We have also included a <br />map of the watershed boundaries in Roseville. <br /> <br />Recommended Action: <br /> <br />Comment on the proposed rules and rule changes <br />
