<br />Schwartz asked the Commission what their suggestions were in dealing <br />with watershed districts. Shiely said there should be a max cost per mile <br />and existing roads and mill and overlay should be exempt. <br /> <br />Member Willenbring questioned Shiely on why existing curb and gutter <br />roads should be exempt--what if the soil was disturbed when it was being <br />replaced. Member Shiely said if the existing roadway has curb and gutter <br />and there's a small section that needs to be replaced, it should be an <br />exception. <br /> <br />4. Communications Items <br /> <br />Duane Schwartz explained the Federal Transportation Trail Appropriation <br />money that may be available to MiImesota cities in 2006 and beyond. <br /> <br />Member Shiely presented information on how he thought the COlmnission <br />could be commlmicating with residents better and wanted to change <br />procedures on how meetings were advertised and have residents e-mail <br />Commission members directly with problems. Schwartz said that all city <br />meetings are advertised and conducted in the same manner. Members <br />Wilke and Willenbring both said they didn't want to be contacted directly <br />through e-mails. Chair Wilke said Councilmembers are elected officials <br />and as such have direct e-mail access, but Conunission members are <br />volunteers and communications should go through the Public Works <br />Department. Member Marasteanu said he agrees, but if Member Shiely <br />wants to malce his personal e-mail address available to residents, that's his <br />choice. <br /> <br />Member Shiely then went on to talk about pedestrian crossing signs, in <br />particular the crossing at McCarrons Beach, which he says hasn't worked <br />since April 25th. He's also unhappy with the painting of crosswalks being <br />done in the fall and would like to ask Ramsey County what their <br />maintenance policy is. He said many signs are blocked by vegetation, and <br />Ramsey County should be asked to do some cleanup work. <br /> <br />Chair Wilke said that Member Shiely's comments seem to be directed at <br />Duane Schwartz and maybe Duane can come back with more information <br />as an agenda item. <br /> <br />Member Shiely said that the MPCA is only monitoring the air in Roseville <br />50% of the time so the City should find a way to monitor the air itself. <br />Member Marasteanu said that the Weather Channel carried a lot of that <br />information on a regular basis. Member Willenbring said why would we <br />monitor and post the air quality every day when there are maybe only 10 <br />days out of the year when there is any problem. Chair Wilke said he <br />didn't think this was an urgent topic or something that needs to be <br />discussed at this Commission at this time. Member Fischer agreed and <br /> <br />Page 3 of5 <br />
