said he thinks the MPCA does a good job of covering the city and warning
residents if there is a problem. Member Marasteanu said he appreciates
the reason behind Member Shiely bringing this up but doesn't think it's a
problem. Member Shiely stated that he thinks the City should ask
Homeland Security for a grant to do air quality testing.

Member Shiely went on to talk about private well contamination in
Roseville. He thinks the Commission should let those with wells know
that Ramsey County will test their water and that there should be an
economic incentive for residents to opt into the City's utility system.

Member Willenbring asked if the wells on the list were classified by what
they were used for, for example he has an outside well that isn't used for
drinking. Seasonal Overnight Parking Ban Information

Schwartz presented additional information on this topic that was requested
at the last meeting. Staff obtained information on police activity during
snowfalls for the last two years.

Chair Wilke said he sees the high traffic streets as the problem, and he
feels parking should be barmed on them.

Schwartz said staff is looking for direction on whether the Commission
wants to send any recommendations to Council.

Member Willenbring said that there don't seem to be that many tickets
written during snowfalls, which means there isn't that much of a problem.
He thinks things should be left the way they are, with no parking bans.

Member Fischer asked what the initial concern was. Chair Wilke said that
in his neighborhood cars were left on the street when the plows went
