For any filling or excavating on developed land zoned R-l or R-2 where the site <br />is one acre or greater and the proposed fill/excavation exceeds one thousand <br />(1,000) cubic yards. <br />d. For any filling or excavating on undeveloped land zoned R-l or R-2 where the <br />site is less than one acre and the proposed fill/excavation exceeds two thousand <br />(2,000) cubic yards. <br />e. For any filling or excavating on undeveloped land zoned R-l or R-2 where the <br />site is greater than one acre and the proposed fill/excavation exceeds four <br />thousand (4,000) cubic yards. <br />f. For any filling or excavating on developed commercial/industrial property <br />where the site is less than two and one-half (2 1/2) acres and the proposed <br />fill/excavation exceeds two thousand five hundred (2,500) cubic yards. <br />g. For any filling or excavating on developed commercial/industrial property <br />where the site is greater than two and one-half (2 1/2) acres and the proposed <br />fill/excavation exceeds five thousand (5,000) cubic yards. <br />h. For any filling or excavating on undeveloped cOlmnercial/industrial property <br />where the site is less than two and one-half (2 1/2) acres and the proposed <br />fill/excavation exceeds five thousand (5,000) cubic yards. <br />i. For any filling or excavating on undeveloped commercial/industrial property <br />where the site is greater than two and one-half (2 1/2) acres and the proposed <br />fill/excavation exceeds ten thousand (10,000) cubic yards. <br />B. Applications For Permits, Additional Information: All applications for permits for <br />grading and tiling activities or land disturbances within the overlay district resulting <br />in more than one acre of exposed soil shall be accompanied by plans, specitications, <br />and completion schedules in conformance with the "Ramsey County Erosion and <br />Sediment Control Handbook" prepared by the Ramsey Soil and Water Conservation <br />District, 1989 as amended. <br />C. Building Permits, Special Provisions: All building pel111its involving any excavation, <br />fill or grading shall contain special provisions that specify; <br />i. That the permittee is responsible for the cleanup and any damages resulting from <br />soil eroded trom the building site onto public streets and storm sewer system and/or <br />any adjoining private property; and <br />2. That the permittee shall install and maintain either silt fencing along the lot <br />boundaries where runoff is possible to public streets and adjoining private property <br />or maintain a temporary mulch on all exposed soil at a rate specified by the City <br />Engineer. <br />D. Shoreland Alterations: Alterations of vegetation and topography shall be regulated to <br />prevent erosion into pnblic waters, fix nutrients, preserve shoreland aesthetics, <br />preserve historic values, prevent bank slumping, and protect fish and wildlife habitat. <br />Fill and grading activities within shoreland shall comply with subsections <br />1016.25A2a through A2l and 1016.25B. <br />E. Vegetation Alterations in Shoreland Areas: <br />1. Exemption: Vegetation alteration necessary for the construction of structures and <br />roads and parking areas regulated by Sections 1016.14 through 1016.16 of this <br />Chapter are exempt from the vegetation alteration standards that follow. <br />2.
