<br />as specifically directed or delegated by the City. <br /> <br />Pathways were considered a primary goal of the Vista 2000 Program and are <br />within the goals and policies of the Comprehensive Plan. A plan to implement a <br />citywide pathway system was completed in 1995 and 1996. The first phase of <br />construction was in 1995 when the County Road C cross-community pathway <br />system was completed from Cleveland to Rice Streets parallel with County Road <br />C. It is anticipated that the planning and construction for remaining phases may <br />take up from 5 to 10 years. (Reference Section 12.9B) <br /> <br />7. Corridor Plans: Highway 36, County Road C, Rice Street, and Larpenteur <br />Avenue <br /> <br />Highwav 36: <br />During the comprehensive planning process, the Transportation Plan and the <br />Land Use Plan focused on major corridors through the community that should <br />be upgraded to meet environmental and aesthetic standards as well as <br />transportation needs for the next 10 years. Highway 36 will undergo some <br />bridge reconstruction in the next 10 years. Having completed the Dale Street <br />Bridge, the Lexington Bridge is next, in 2009. It is anticipated that the city will be <br />involved in entrance and exit relocations along Highway 36 as well as sound <br />barriers and improved landscaping. A portion of the Vista 2000 study indicated <br />that Highway 36, as a main street through Roseville, needed to be upgraded <br />aesthetically in order to promote a more positive visual image of the Roseville <br />community. One plan would include cooperative work between the City of <br />Roseville, MNDOT, Ramsey County, and private development companies to <br />provide additional fill material for sound-deadening berms, fencing and <br />landscaping on the edge of the Highway 36 corridor. This plan and project is <br />coordinated through the City of Roseville's Public Works Department. Parks & <br />Recreation completed a beautification plan in 2000 that added trees and <br />plantings in the right of way at Lexington A venue with a volunteer group of <br />citizens. <br /> <br />County Road C: <br />County Road C is an important east/west arterial serving Roseville. Because it <br />provides access to major commercial, industrial and civic properties, it is <br />considered by many to be Roseville's "Main Street". As part of its capital <br />improvements program, Ramsey County plans to reconsh'uct County Road C. <br />from 1-35W to Oxford Street Gust east of Lexington Avenue) in a two-phase <br />project, with completion dates in 2005 and 2006 respectively. <br /> <br />Numerous large land use changes are currently being contemplated along <br />County Road C, including the Twin Lakes Redevelopment Area, the Tower Place <br /> <br />Roseville Comprehensive Plan - 2003 Update <br /> <br />Implementation Program - Page 5 of 11 <br />
