<br />redevelopment is expected to be implemented in 2004. <br /> <br />McCarron's Lake School Area. Adjacent to the McCarron's Lake School on <br />North McCarron's Boulevard is a wetland and play area. The Planning <br />Commission and Park and Recreation Committee both reviewed this site for <br />its possible future use. The school site is now owned and used by National <br />Guard. The Housing and Redevelopment Authority and the Planning <br />Commission began a McCarron's Neighborhood Master Plan that addresses <br />this issue and the areas surrounding it. The master plan process began in <br />2003 and will be completed in 2004. <br /> <br />City Center Area Master Plan. The City Council requested the City Hall, <br />Oval, Fire Station 1, and Public Works Facility be included in a master plan <br />study and include the area on the east side of Lexington Avenue north of <br />County Road C, as well as the corners of the property currently adjacent to <br />Central Park. The master planning process for this site was completed in <br />2002 after a Citizen Task Force completed the concept study in 1999. In 2002 <br />a referendum was passed to upgrade City Hall with new Public Safety <br />facilities and Public Works space. Construction on the renovation and <br />addition will began in 2003 and will be completed by the end of 2004. <br /> <br />South of County Road C from Lexington to Snelling. The area along the <br />County Road C right of way and the south edge of County Road C from <br />Lexington to Snelling is a mix of uses, and may best be served by a master <br />planning process in which the city evaluates the strength of each of the mixed <br />uses and determines which will be the dominant use, providing design <br />standards for the land as well as the right of way to be implemented as this <br />area redevelops. No activity has occurred in this area in 2003. (Reference <br />Section 7). <br /> <br />6. Citizen's Pathway Committee and Plan <br /> <br />In 1994-95 the Planning Commission and Park and Recreation Commission, as <br />well as the City Council, agreed that a Citizen's Pathway Committee should be <br />formed to review the pathway plans throughout the community. The duties and <br />functions of the Commission shall be as follows: <br />A. Serve in an advisory capacity to the City Council, City Manager and <br />Director of Public Works on public works and transportation matters. <br />B. Maintain an interest in and an understanding of the functions and <br />operations of the Public Works Department. <br />C. Maintain an interest in and an understanding of federal, state, county, <br />regional and other public works and transportation services that impact <br />on City services. <br />D.
