<br />8. Business Park Plans <br /> <br />As Roseville's commercial and industrial areas evolve from prior uses such as <br />trucking and warehousing operations and fuel storage farms, the city needs to <br />prepare master plans for individual development areas. <br /> <br />Twin Lakes Business Park Master Plan. The Twin Lakes Business Park Master <br />Plan was approved in 2001 by the Roseville City Council for 170-acres along the <br />north side of County Road C from Snelling to Cleveland A venues. The city's <br />role in the master planning is to provide long term direction, to monitor the <br />activity, and to provide assistance in the form of public improvements and/ or <br />tax increment financing where justified to assist in removal of contaminated soils <br />and building within the areas. The City is currently working with a developer <br />on 62-acres of redevelopment property within Twin Lakes. As part of this plan a <br />council appointed Twin Lakes Stakeholder Panel was created. Their work will <br />be completed in 2004 and a development plan is expected to be reviewed in 2005. <br />(Reference Section 7) <br /> <br />9. New Programs for Housing and Neighborhood Renovation <br /> <br />As illustrated in the Housing Plan portion of the Comprehensive Plan, the City <br />of Roseville has been an active participate in multi-family housing renovation as <br />well as the single-family housing rehabilitation loan programs. In 2002, the City <br />Council approved the establishment of a Housing & Redevelopment Authority <br />(HRA) charged with the specific purpose to provide housing programs and <br />promote safe, decent and affordable housing options for the community. In <br />2003, the HRA prepared and adopted a housing plan that has been added to <br />section 6 of the comprehensive plan. <br /> <br />10. Develop Specific Environmental Protection Programs Including <br />New Shore land, Wetland, and Storm Water OrdinancesjPractices <br />(Completed in 1996. Refer to Section 8) <br /> <br />The City of Roseville in 1994 adopted new shore land, wetland, and storm water <br />ponding protection ordinances which are incorporated into the city code. The <br />city engineering staff has completed a series of policy statements that assists <br />them in reviewing projects requiring on-site ponding and water quality <br />improvements. The city plays an active role with the three watershed <br />organizations within the community including Rice Creek Watershed, Grass <br />Lake Watershed, and Capital Region Watershed. In 2003, the city completed a <br />new surface water management plan but the external reviewing process has not <br />been finalized by the end of the year. This will include the Minnesota Pollution <br />Control Agency's, NPDES Phase II permitting requirements. <br /> <br />Roseville Comprehensive Plan - 2003 Update <br /> <br />Implementation Program - Page 7 of 11 <br />
