<br />11. Pavement Management Program (PMP) (Appendices 12.11C) <br /> <br />Access to transportation, particularly high quality roads and pathways, is a <br />major concern to Roseville residents. Each year the City of Roseville holds <br />hearings and develops plans concerning the redevelopment of the street systems <br />within the city. In the past 20 years, through the City of Roseville Pavement <br />Management Program (PMP), over 90 percent of the city has been refurbished <br />with new streets, curbs, gutters, and utilities, where necessary. In addition to <br />doing work within the right-of-way, the city has taken a proactive role in the <br />provision of neighborhood and regional ponding sites for storm water adjacent <br />to road construction projects. <br /> <br />12. Borders and Buffers Plan (Appendices 12.11D) <br /> <br />In 1996, in order to make different, but adjacent uses, more compatible, the <br />Borders and Buffers Plan was adopted by the Planning Commission and City <br />Council after public hearings. The main purpose of the plan is to: <br /> <br />. adopt the plan and techniques as a standard set of screening and buffer <br />measures and implementation strategies for other projects throughout the <br />city; and <br /> <br />. have the plan emphasize evergreen and conifers use, density of screening and <br />fencing, and implementation incentives for both industry and residents. <br /> <br />. the first project was to incorporate screening and buffers along the common <br />east-west property lines of parcels and platted lots within an area bounded by <br />County Road C, Hamline A venue, Rose Place, and Snelling Avenue; <br /> <br />The Borders and Buffers Program has been developed and implemented in a <br />number of areas with success. In 1996, the City provided funding to assist in the <br />implementation of the buffer plan from an industrial user to a residential <br />neighborhood. In a more recent case in 2001, the City provided funded between <br />a single family home and a multi-family parking lot.
