<br />13. <br /> <br />Collaborative Plans - 1-35W Corridor Coalition <br /> <br />http://www.i35w.org <br /> <br />The North Metro 1-35W Corridor Coalition is comprised of five cities who, through <br />a joint powers agreement (two more are in abeyance for 2004-2005), have created a <br />unique, collaborative effort to address transportation, housing, economic <br />development, and land use issues throughout the member cities but especially along <br />the north meh'o I-35W Interstate corridor, minor arterials (County Roads), and <br />community collector streets that connect the conununities. The seven communities <br />are Arden Hills, Blaine, Circle Pines, Mounds View, New Brighton, Roseville, and <br />Shoreview. Together the cities encompass 83 square miles, a population of over <br />160,000 and include 60,000 households, 4,500 businesses, and 99,000 jobs. <br /> <br />The goal of the Coalition is to develop a sub-regional set of policies and strategies <br />which improve the quality of life for residents, balance housing demand with job <br />creation, enhance the economic climate and sustain the environmental and <br />recreational resources throughout the communities, consistent with the <br />Metropolitan Council Blueprint. <br /> <br />The initial focus of the Coalition was to create a comprehensive and uniform <br />database and geographic information system (GIS) related to land use, socio- <br />demographics, housing and transportation. In 2000 and 2001 the Coalition identified <br />opportunities where the communities working together could formulate and <br />implement programs to address mutual concerns. <br /> <br />As part of the 1998 mandatory planning program, the Coalition furnished database <br />and GIS information for use (and comparison) by each city during preparation of <br />1998 plan amendments. By the end of 1998, information on existing land use, future <br />land use, zoning, population and housing census, and transportation issues analysis <br />was also completed by the Coalition. A similar effort will be made to prepare the <br />2008 planning data. <br /> <br />During 2000 the Coalition completed Phase One of the Build-Out Study, including <br />three scenarios of growth and transportation through the year 2020. The final set of <br />scenarios is named "Build-Out Growth Scenarios 2.5"whioch could add 28,000 new <br />dwelling units in the next 20 years. This scenario identifies peak populations, <br />housing and traffic demands through 2020. In Roseville, the implications of this <br />growth study (up to 3,800 new housing units - 90% multi-family) are a stronger <br />emphasis on creating jobs and housing around the mixed use "suburban activity <br />center" including the commercial and industrial areas with Planning Districts 9 and <br />10. The Coalition has completed details for traffic capacity studies along the I-35W <br />Corridor and the minor arterials, especially the north south links through the <br /> <br />Roseville Comprehensive Plan - 2003 Update <br /> <br />Implementation Program - Page 9 of 11 <br />
