<br />. Plan land uses to reduce congestion on streets. Major traffic volumes should <br />be channeled onto community collector streets and highways and be <br />discouraged from passing tlu'ough residential areas on local streets. <br /> <br />A. Identify, evaluate, and correct problems of congestion in high traffic areas <br />and problems in recurrent accident sites. <br /> <br />B. Limit freeway access in residential areas. <br /> <br />C. Control truck access to residential areas. <br /> <br />. Require that streets be developed according to their function. Pavement <br />width, load capacity, and continuity of the street must recognize the function <br />for which the street is intended. <br /> <br />. Maintain high quality neighborhoods through the ongoing pavement <br />management program to reconstruct city streets. <br /> <br />. Coordinate all street planning with County, State, and Federal road plans. <br />Work cooperatively with MnDOT and Ramsey County to improve <br />landscaping, screening, lighting and maintenance of through-city roadway <br />systems, especially TH 36. <br /> <br />. Create and/ or upgrade the major thoroughfare systems to multiple traffic <br />lanes when warranted by traffic conditions. <br /> <br />. Maintain cooperation and liaison with the county and state highway <br />departments to achieve orderly and timely development of existing and <br />proposed vehicular routes serving the City. <br /> <br />. Cooperate with and assist the Regional Transit Board to continue to provide <br />adequate transit service to vital areas of the City. <br /> <br />. Clearly mark bus stops and provide adequate space for buses to pull out of <br />the moving traffic lane for loading and unloading. Provide adequate <br />pedestrian access to bus stops. <br /> <br />.
