. Provide input into the rail corridor planning and abandonment processes. If
rails are removed, the corridors should be preserved for public uses such as
light rail or pathways.

A. If there is rail line abandonment in Roseville, an appropriate public
agency should acquire the land for public purposes.

B. Light rail planning should receive input from Roseville. The City should
preserve potential rights-of-way and station locations.

· Cooperate with state and federal agencies and railroad companies to enhance
safety at all highway and pedestrian crossings.

· Expanding Roseville's non-motorized off-street pathway system is a high
priority. The current pathway plan, Appendix 12.9B, is updated yearly by the
Citizens Pathway Committee. This plan was developed using the following
points as guiding principles:

A. Consider construction of non-motorized pathways when streets or
parking lots are designed or improved. All minor arterial roadways
should have paths on at least one side and preferably both sides of the
street.

B. Agree to acquire land and build structures where necessary for
continuous pathways. Light where necessary.

C. Develop safe bicycle and pedestrian movement throughout the City. As
well as around, between, and among the major parking areas, shopping
centers of Har Mar, Rosedale, and all the Rosedale satellites (this
consideration should be made for all other shopping areas in Roseville)
Provide accommodations for secure bicycle storage.

D. Design pathways removed from heavily traveled streets, but only if it can
be done without sacrificing personal security.

E. Increase attention to street crossings with proper marking, lighting, and
signals including provisions for the slower movement of the handicapped.

F. Enhance pathways by using them to demonstrate strong programs of
environmental protection such as native plantings, reforestation, and
general beautification.

G. Require non-motorized pathways in all new developments.

Roseville Comprehensive Plan - 2003 Update

Transportation - Page 3 of 28
