Develop a pathway system cOill1ecting the park trails with major civic <br />buildings, recreational and cultural facilities, and shopping areas. <br /> <br />J. Develop a pathway system that enables residents to leave their home and <br />reach a leg of the trail system within several blocks. <br /> <br />K. Coordinate access to County Parks and the Willard Munger State Trail <br />(Gateway Trail). <br /> <br />III. CURRENT TRANSPORTATION SYSTEM <br /> <br />The following is an examination and description of the current transportation <br />system in the City of Roseville including roadways, non-motorized pathways, <br />railroads, and transit. <br /> <br />A. ROADWAY JURISDICTION <br /> <br />Jurisdiction over the roadway system in the City of Roseville is shared <br />among three levels of government. They are the State of Minnesota, <br />Ramsey County and the City. The Miill1esota Department of <br />Transportation (MnDOT) maintains the interstate and trunk highway <br />systems. Ramsey County maintains the County State Aid Highway <br />(C.S.A.H.) and County Road Systems. There are a few short, private <br />streets. The remaining streets and roadways are the responsibility of the <br />City of Roseville. Figure Trans-1 is a map showing existing roadway <br />jurisdictions in Roseville. Because of the arterial right-of-way in addition <br />to local streets, over 19% of the land area in the City is used for right-of- <br />way. <br /> <br />Streets under the City's jurisdiction are continually being upgraded. <br />Roseville is one of the first suburbs in the meh'opolitan area to recognize <br />the importance of pavement management with the implementation of an <br />annual ongoing program to continually maintain and upgrade its streets. <br />There is considerable resident input in this program. <br /> <br />B.
