<br />Minor arterials are intended to COlmect important locations within <br />the City of Roseville with access points on the metropolitan <br />highway system and with important locations outside the City of <br />Roseville. These arterials are also intended to carry short to <br />medium h'ips that would otherwise use the regional system. When <br />combined with principal arterials, these become the core system for <br />the City and are expected to carry the greatest amount of traffic. <br /> <br />a. A-Minor Arterials <br /> <br />Minor Arterial roadways are further classified as A-Minor Arterials <br />and B-Minor Arterials. The A-Minor Arterials are those which are <br />identified in the City of Roseville by the Metropolitan Council as <br />"reliever" routes. These provide direct relief and support for <br />congested principal arterials (1-35W, TH 36, TH 280.and I-35E). The <br />Council channels federal funding support for improvements to A- <br />Minor Arterials. <br />Nine routes within or at the boundary of the City are designated as <br />A-Minor arterials (See Figure Trans-2): <br /> <br />1. Larpenteur Avenue: This east-west route runs along the <br />southern City boundary between Hamline Ave and Rice <br />Street. Beyond the City, the route continues to the west to <br />intersect with TH 280 in the City of Lauderdale. It serves as <br />a reliever for TH 36. <br /> <br />2. County Road B: This A-Minor Arterial runs from TH 280 on <br />the west to Rice Street on the east. This route has been <br />elevated from a collector to an A-Minor Arterial since the <br />adoption of the 1979 Comprehensive Plan. It serves as a <br />reliever for TH 36. <br /> <br />3. County Road C: This route runs east-west through center of <br />the community, from the west City limits to Rice street. It <br />has an interchange with I-35W. It relieves congestion on TH <br />36. <br /> <br />4. County Road D: County Road D is an east-west roadway <br />that carries the A-Minor Arterial classification between <br />Cleveland Avenue and the western city boundary.
