5. Cleveland Avenue: This route is a north-south A-Minor
Arterial from Roselawn Avenue north to the city limits. It
was upgraded from a Collector to an A-Minor Arterial after
the 1979 Comprehensive Plan. It relieves traffic congestion
on l-35W.

6. Snelling Avenue: Snelling Avenue runs the full north-south
breadth of the City. It is a inajor traffic carrier. It serves as a
reliever for traffic on both l-35W and TH 280.

7. Lexington Avenue: This route runs north-south from
Larpenteur to the northern city limit. It relieves traffic on
both l-35W and l-35E.

8. Rice Street: This route is an A-Minor Arterial for the full
length of the eastern city north-south boundary. It relieves
traffic on l-35E.

9. B-Minor Arterials

The following nine streets are classified as "B-Minor Arterials" in
the City. They serve a citywide function, connecting important
locations within the City with access points to the metropolitan
system. All areas of the City are within a mile of such a roadway
and most areas are within 1/2 mile of a minor arterial. There are
eight other Minor Arterials in the City of Roseville (See Figure
Trans-2):

1. County Road B-2 and Terminal Road: This entire corridor,
which now spans the City from east to west, was either non-
existent or classified as a local street in the 1979 Plan.
Completion of the bridge over l-35W substantially changed
the nature and function of Terminal Road and the western
part of County Road B-2.

2. Lydia Avenue and Lake Tosephine Road: Between Fairview
and Lexington Avenue is classified as a B-Minor east-west
arterial.

Roseville Comprehensive Plan - 2003 Update

Transportation - Page 7 of 28
