<br />In the mid- 1990s, Ramsey County undertook an extensive study of <br />county! municipal facilities and services. Included was an examination of <br />the jurisdictional appropriateness of roads under state, county and <br />municipal jurisdiction. As a result of this evaluation, Rice Street (TH 49), <br />was turned back to Ramsey County since the longer state and region wide <br />trips are now carried by the paralleII-35E. <br /> <br />Roadways in Roseville under county jurisdiction were also examined for <br />jurisdictional appropriateness. All of the roadways recommended by the <br />study have been turned back with the exception of Roselawn Avenue. It <br />is anticipated that Roselawn Avenue in its entirety will be turned back to <br />City jurisdiction in 2003. <br /> <br />E. TRAFFIC FORECAST PROCEDURE <br /> <br />Traffic forecasts are derived from a comprehensive computerized travel <br />model that is driven by socioeconomic forecasts, and takes into account <br />the roadway network, existing traffic operations, and existing! future <br />land use. The travel forecasts are produced to identify future roadway <br />and system deficiencies and used in developing and testing alternatives to <br />resolve these problems. <br /> <br />The traffic forecasting process for Roseville was completed using the <br />TranPlan traffic forecasting model, distributed by the Urban Analysis <br />Group. <br /> <br />Traffic projections for 2010 were developed for the City of Roseville Study <br />using the following methodology: <br /> <br />. Network Development - A computerized network represents the <br />existing street network and committed roadway improvement <br />projects. <br /> <br />. Trip Table Development - A file containing all internal-external <br />vehicle trip movements within and through the City of Roseville was <br />developed. Internal trips are those that originate or are destined to <br />locations within Roseville. External traffic originates or is destined to <br />locations outside the City. External trips are estimated from the <br />regional model prepared by the Metropolitan Council and Mn!DOT. <br /> <br />.
