<br />crowd the existing roadway system, especially on weekends and during <br />the holiday season. In 1992, seventy percent of the Rosedale shoppers <br />surveyed said that they specifically avoid shopping on weekel1ds due to <br />high traffic congestion and limited parking. This adversely impacts <br />Rosedale business and the amount of revenue taken in. <br /> <br />In addition to contributing to afternoon weekday peak period congestion <br />on the regional roadways, there is also afternoon weekday congestion on <br />Fairview Avenue and County Road B-2 in the Rosedale area, and at the <br />Fairview /TH 36 interchange. <br /> <br />Congestion problems in the Rosedale area are constraining the ability to <br />continue economic development and expansion in the area. Some <br />roadway widening may be feasible, but new Intelligent Vehicle Highway <br />Systems (IVHS) offer the possibility of smoothing traffic flow without <br />additional capacity. <br /> <br />A Rosedale Area IVHS Traffic Congestion study conducted in 1993 <br />recommends a system of traffic flow surveillance. Approaching drivers <br />will be informed by changeable message signs of congested conditions <br />and given suggested alternate available routes into Rosedale. Changeable <br />message signs would be permanently placed at three locations: I-35W, TH <br />280 and TH 36. Drivers leaving Rosedale would be similarly advised of <br />congestion with changeable message signs within the Rosedale complex. <br /> <br />An alternative to the permanent, in-place monitoring and management <br />system is a portable system that could be set up and used only for periods <br />of severe congestion, especially from Thanksgiving Day to Christmas. <br /> <br />D. ROADWAY JURISDICTIONS <br /> <br />Roadways in Roseville are under the jurisdiction of the state, county or <br />city, as stated in a previous section of the plan. The use and condition of <br />roadways changes over time, as does travel behavior and the availability <br />of new or modified roadway facilities. As a consequence, some roadways <br />may no longer fit the criteria of the various jurisdictions. For example, a <br />roadway once heavily traveled and under state jurisdiction may no longer <br />be used by the same type of traffic due to the construction of a new <br />facility, and therefore should not continue to be under state jurisdiction. <br />Private roadways, a few of which exist in the City, are to be discouraged. <br />Access to properties should be available to all persons by way of public <br />roadways. <br /> <br />Roseville Comprehensive Plan - 2003 Update <br /> <br />Transportation - Page 15 of 28 <br />
