<br />Assess potential problems and opportunities for natural resource <br />enhancement in view of projected watershed development <br /> <br />Formulate practical strategies to correct existing problems to prevent <br />potential problems and to take advantage of opportunities to enhance <br />water related natural resources. <br /> <br />The City of Roseville is a member of the Rice Creek Watershed District, the Crass <br />Lake Water Management Organization, and the Capital Region Watershed <br />District. Being a member of all three of these agencies, it is necessary for the <br />City's local plan to be in compliance with all three of the plans from the district <br />or the water management organizations. A resolution adopting the Metropolitan <br />Council's "Interim Strategy to reduce Nonpoint Pollution to all Metropolitan <br />Bodies" was adopted by the City Council on September 11, 1995. The City also <br />has a Surface Water Management Plan, which has been accepted by the Board of <br />Soil & Water Resources, as well as all three water management organizations. <br /> <br />In 2002, the City began preparation of a new storm water management document <br />and plan, expected to be ready for adoption in the spring of 2003. <br /> <br />C. Wetland Protection <br /> <br />The City of Roseville has lost many wetlands over the years due to development. <br />These resources are a valued portion of the City's aesthetics and stormwater <br />retention system. It is the intent of the City of Roseville to protect the remaining <br />wetlands and other water bodies to the greatest extent possible and, where <br />feasible, to restore or construct wetlands to increase the amount within the City. <br /> <br />In 1991, the State passed "The Wetland Conservation Act"(WCA). The intent of <br />this act is no net loss of wetlands within the State of Minnesota. This law is <br />implemented by a local governmental unit (LCU). The LCU can be the City, the <br />watershed district, the County, or even the Soil and Water Conservation districts. <br />Roseville has elected to be the LCU to implement the WCA within the City <br />limits of Roseville. The City reviews each project that comes in to assure that the <br />no net loss criteria is being met on each project. As part of this wetland <br />conservation act, the LCU follows a series of steps to assure the no net loss <br />criteria is met. This consists of avoidance, sequencing, mitigation, and <br />replacement. The City's responsibility as the LCU is to assure that the proper <br />steps are followed and for whichever alternative is selected, that the process is <br />carried through in accordance with the WCA with the intent of preserving the <br />wetland acreage within the City of Roseville. <br /> <br />Roseville Comprehensive Plan-2003 Update <br /> <br />Environmental Protection - Page 2 of 7 <br />
