<br />D. Natural Resources Management Plan (Appendices 12.9D) <br /> <br />This document presents the Natural Resources Inventory and Management <br />report for five parks within the City of Roseville. The project was initiated to <br />inventory and provide management recommendations for natural communities <br />within Acorn Park, Central Park, Langton Lake Park, Reservoir Woods Park and <br />Villa Park. With this information, the City can continue to actively manage and <br />restore natural communities in parks as well as guide recreation so future <br />generations may enjoy these valuable local resources. <br /> <br />The City Staff and residents of Roseville take great pride in their parks, and are <br />rightfully excited about their future. The continued management of natural <br />communities within these parks presents a great opportunity to help that pride <br />grow. Additionally, future efforts should continue to focus on linking natural <br />areas with habitat and recreation corridors. <br /> <br />Managing and restoring the unique natural heritage represented in Roseville's <br />parks will provide many opportunities for growth, learning, and citizen <br />involvement while providing cOlmection to the land. The process of restoration <br />itself speaks of optimism and hope, and the ability for all of us to participate in a <br />hands-on fashion, in renewing the landscape while providing a deeper <br />understanding of where it is that we live. To actively engage in creating what <br />author Wallace Stegner referred to as a geography of hope. Through this process <br />we bestow upon ourselves a heightened sense of place. Home. <br /> <br />E. National Pollutant Discharge Elimination System <br /> <br />The National Pollutant Discharge Elimination System (NPDES) was established <br />in the 1987 amendments to the Clean Water Act. This required the <br />Environmental Protection Agency to establish the NPDES for point source <br />discharges of storm water. These amendments led to permanent requirements <br />for municipalities greater than 100,000 people and with discharges from <br />industrial activities. In these regulations, construction sites that disturb more <br />than five acres are classified as industrial discharges. <br /> <br />The Minnesota Pollution Control Agency is the administrating authority on <br />NPDES permitting program. The City of Roseville is involved with the NPDES <br />program for any grading activities on sites greater than five acres. The permit is <br />acquired by the property owner or applicant responsible for the proposed <br />project. <br /> <br />The City of Roseville applied for the NPDES Phase II permit in 2003. <br /> <br />Roseville Comprehensive Plan-2003 Update <br /> <br />Environmental Protection - Page 3 of 7 <br />
