<br />CITY OF BLAINE NEIGHBORHOOD TRAFFIC MANAGEMENT PLAN <br /> <br />Data Collection <br /> <br />Traffic data collection will include (as appropriate based on identified problem) one or more of <br />the following: <br /> <br />Traffic volume counts (24 hour counts in 15 minute increments, truck volume counts) <br />Pedestrian counts <br />Radar or machine-based speed surveys (85th percentile, median, average, 10 mile per hour <br />pace) <br />Cut-through traffic estimates (based on license plate surveys, or other video techniques) <br />Crash information (three years recommended) <br />Roadway Geometry (sight distance, lane configuration, etc.) <br />Land Use Mix (density of residential and presence of sidewalks, pedestrian generators such <br />as schools, parks, bus routes, unique features) <br /> <br />Evaluation of Traffic Data <br />From the data collected the traffic problems associated with the neighborhood street can be <br />documented. The documentation will be valuable in the development of possible traffic <br />management strategies. <br /> <br />From the data collected the City will also be able to rank the potential projects for further study. <br />Table 1 provides the ranking criteria. This ranking will be beneficial if the number of request <br />submitted is beyond the fiscal and staffing ability of the city.
