CITY OF BLAINE NEIGHBORHOOD TRANSPORTATION PLAN Cost Estimate and Funding For the purpose of discussions with affected residents, a cost estimate will be developed for the recommended strategy, It is the policy of the City of Blaine that the following cost sharing will occur with an approved traffic management strategy: . City of Blaine will pay the cost of administrative work, traffic study and data collection .
