<br />Non-Point Source Pollution. Pollution that enters a water body from diffuse origins on <br />the watershed and does not result from discemable, confined, or discrete conveyances <br /> <br />Non-Stormwater Discharge. Any discharge to the storm drain system that is not <br />composed entirely of storm water. <br /> <br />NURP. Nationwide Urban Runoff Program developed by the Environmental Protection <br />Agency to study stormwater runoff from urban development. <br /> <br />Ordinary High Water Level (OHW). The elevation delineating the highest water level <br />which has been maintained for a sufficient period of time to leave evidence upon the <br />landscape. The ordinary high water level is commonly that point where the natural <br />vegetation changes from predominantly aquatic to predominantly terrestrial. For <br />watercourses, the OHW level is the elevation of the top of the bank of the channel. For <br />reservoirs and flowages, the OHW level is the operating elevation for the normal summer <br />pool. For Public Waters and Public Waters Wetlands t Minnesota DNR determines the <br />OHW. <br /> <br />Political Subdivision. A municipality, county or other political division, agency, or <br />subdivision of the state. <br /> <br /> <br />d or a purchaser under a <br /> <br />Owner. A person or entity who has legal title t <br />contract for deed. <br /> <br />Parcel. A parcel of land designated by p <br />auditor's subdivision, or other acceptable <br />portions by its designation. <br /> <br />d bounds, registered land survey, <br />separated from other parcels or <br /> <br />Permittee. The person or politi <br />pursuant to these Rules. <br /> <br />in whose name a permit is issued <br /> <br />Person. Pollutants may include, <br />but are not limited to: paints, varnishes, and solvents; oil and other automotive fluids; <br />non-hazardous liquid and solid wastes and yard wastes; refuse, rubbish, garbage, litter, or <br />other discarded or abandoned objects, ordinances, and accumulations, so that same may <br />cause or contribute to pollution; floatables; pesticides, herbicides, and fertilizers; <br />hazardous substances and wastes; sewage, fecal coliform and pathogens; dissolved and <br />particulate metals; animal wastes; wastes and residues that result from constructing a <br />building or structure; and noxious or offensive matter of any kind. <br /> <br />Potential Stormwater Hotspots (PSHs).
