<br />City Council Minutes <br /> <br />Study Session <br /> <br />July 17, 2006 <br /> <br />Call Roll <br /> <br />Mayor Klausing called the Study Session of the Roseville City Council to <br />order at approximately 6:00 p.m. in the City Hall Council Chambers on the <br />above date and welcomed everyone. <br /> <br />Roll Call (Voting and Seating Order) <br /> <br />Councilmembers Maschka; Pust; Kough; Ihlan and Mayor Klausing. <br /> <br />City Manager Neal Beets and City Attorney Jay Squires were also present. <br /> <br />City Manager Beets introduced the City of Roseville's new Community <br />Development Director John Stark, starting employ with the City today. <br /> <br />Joint Meeting with the Public Works, Environment and Transportation <br />Commission (PWETC) <br /> <br />PWETC Chair Doug Wilke introduced fellow PWETC Commissioners who <br />were present: Commissioners Ernie Willenbring; Randy Neprash and Doug <br />Wilke; and noted that Commissioners DeBenedet and Joel Fischer were <br />unavailable for tonight's meeting. <br /> <br />')Iic Works Staff present included City Public Works Director Duane <br />~"hwartz and City Engineer Deb Bloom. <br /> <br />Maintenance of Infrastructure: Is the Council committed to maximizing <br />the life of infrastructure by fully funding preventative maintenance and <br />report of infrastructure? <br /> <br />Aging Infrastructure: Are we doing enough to make sure that we are <br />planning for replacement? <br /> <br />City Manager Beets advised that his 2007 Budget recommendations would <br />include increased funding for the City's Asset Replacement Fund, in <br />accordance with previous City Council indications as to their priority <br />preferences. Mr. Beets noted that he was proposing an additional $75,000 <br />annually in taxpayer funds for asset replacement over the next five years in <br />an effort to catch up, and further noted that these funds would be allocated <br />for infrastructure among several departments in an attempt to make <br />provision for the City's infrastructure needs and maintenance. <br /> <br />Council member Maschka sought clarification as to the systems under the <br />auspices of the PWETC that were in arrears. <br /> <br />Public Works Director Duane Schwartz advised that the Pavement <br />Management Plan (PMP) remained healthy and successful, with the City's <br />streets replaced during the 1980's and 1990's still in good shape; however, <br />Mr. Schwartz expressed concern regarding the City's utility infrastructure, <br />i the need for the City to be aware of and utilize new and improved <br />,hnologies as they became available (i.e., lining for sanitary sewers and <br />water mains); and the need to maintain funding in those areas.
