City of Roseville - Planning Commission Minutes for June 7, 2006http://www.ci.roseville.mn.us/council/planning/minutes/2006/pm0607.htm <br />sed uses of the site; current <br />practice; typical vehicles for sale on the site; proposed advertising of used vehicles; the number of units in the strip <br />mall and current tenant makeup; parking allowances on the site to accommodate a restaurant tenant; traffic flow <br />and parking on site and the current underutilized lot. <br />Hearing no comments from the public, Chair Traynor closed the public hearing. <br />Commissioners held extensive discussion to achieve consensus on conditions applicable for the PUD Agreement <br />and permitted and/or compatible permitted uses. <br />Chair Traynor reconvened the Public Hearing. <br />Discussion ensued regarding advertising of the vehicles via signage in or on the vehicles, on the site, and/or on the <br />building itself. <br />Ms. Conradi attempted to respond to the questions of the Commission; and advised that the applicant would comply <br />with whatever restrictions the Commission stipulated. <br />Commissioners expressed disappointment that Mr. Zimmerman was not in attendance at the Public Hearing to <br />provide adequate responses to discussion points. <br />Commissioner White opined that the parking spots should be stipulated either to the rear or south end of the <br />building. <br />Commissioner Doherty clarified for the applicant that the Commission was <br />proposed use, but future uses under a different tenant mix or under different ownership of the site. <br />ike a used car lot. <br />Mr. Paschke advised that current City Code, as well as conditions placed on the PUD Agreement, would dictate <br />advertising and signage issues. <br />Chair Traynor closed the Public Hearing. <br />Commissioners continued their discussion of conditions and permitted uses under the PUD; with staff noting that <br />PUD approval today was different than practice in 1987; and with staff drafting the Agreement, and ultimate City <br />Attorney review, the City should be adequately protected and the integrity of the site and neighborhood preserved. <br />Chair Traynor reconvened the Public Hearing. <br />Ms. Conradi reviewed the intent for use of the end (south) site as an on-site elderly daycare center; limited by <br />licensing requirements of the state and county; and remodeled under those license requirements.. <br />Chair Traynor closed the Public Hearing. <br />Motion: Member Bakeman made a motion, seconded by Member Wozniak, to recommend to the City <br />Council approval of the request by ACR Homes for a PLANNED UNIT DEVELOPMENT AMENDMENT and <br />establishment of a PLANNED UNIT DEVELOPMENT AGREEMENT for property at 2435-2459 Rice Street, <br />based on the information contained in Section 5 of the project report dated June 7, 2006; amended to <br />include under Section B, Compatible Permitted Uses within the PUD Agreement, auto rental licensing as a <br />permitted use with the following conditions: a maximum of five (5) parking spaces for used car sales to be <br />located at the rear (west side) of the building adjacent to the ARC Sales Office; exclusion of any uses <br />involving detailing and/or auto servicing on the site; and addition of an adult daycare center as a <br />compatible permitted use. <br />Commissioner Wozniak encouraged staff to review the former Snappy Auto Rental CUP for vehicle storage and <br />time limits and possible additional conditions for review and potential inclusion. <br />Commissioner Bakeman further suggested staff review of the Adult daycare <br />similar purposes. <br />Ayes: 7 <br />Nays: 0 <br />Abstain: 0 <br />Motion carried: 7-0 <br />Chair Traynor recessed the meeting for approximately five (5) minutes; and then reconvened the meeting. <br />4 of 82/6/2007 11.08 <br /> <br />
