City of Roseville - Planning Commission Minutes for June 7, 2006http://www.ci.roseville.mn.us/council/planning/minutes/2006/pm0607.htm <br />f sketch plans provided for no public <br />testimony at this point; but as the process continued, and a Concept Plan was developed for review, public <br />testimony would then be heard at a noticed Public Hearing. <br />c.Planning File 3676: PUD SKETCH PLAN Moser Homes & Zawadski Homes in cooperation with the Mounds <br />View School District seek comments on their proposed redevelopment of the District Offices at 2959 <br />Hamline Avenue. <br />Mr. Paschke introduced the three (3) proposals prepared and included in the packet; in addition to one (1) additional <br />cess for development of plans based <br />on those comments, and review of the plans and PUD by the Housing and Redevelopment Authority (HRA) and <br />Planning Commission. <br />Applicant Representative, John Maas, Mounds View Independent School District; and representatives of the School <br />of the discovery and characterization of <br />contaminant problems on the development site; analysis of the nature of the problem and ultimate clean up; and <br />assured the Commission of the District intent to clean the site up to residential standards, and willingness to work in <br />cooperation with the City of Roseville for application of State grant funds for clean up of the site. Mr. Maas <br />cation deadlines; and the original selection <br />ears ago; and the ultimate delay during <br />the identification of the pollutant situation. Mr. Maas advised that the selection committee included City Community <br />Development and Public Works staff. Mr. Maas further advised that the School District had worked with the <br />developer on a previous project, Snail Lake Landing in Shoreview, and were well pleased with their work and the <br />quality of that work. <br />The development team provided goals for construction and development to accommodate housing, adjacent <br />neighborhoods, and to establish single-family affordable housing in the City of Roseville. The developer reviewed <br />initial sketch plans prior to committee input and neighborhood meetings where concerns were voiced regarding too <br />much density for the site, backyards too visible to the streets, and layouts resulting in substandard lot sizes and <br />inconsistencies with the neighborhood. <br />The developer then presented the two other options following those meetings and comments: one with a <br />combination of housing uses consisting of single-family homes and town homes; and another with smaller <br />single-family homes, some town homes, and some larger single-family homes; different layouts and configurations. <br />Discussion included specific sketch plans; lot sizes and setback requirements; affordable housing options and HRA <br />preferences; density considerations; reduction of access points; aesthetics; landscaping and berming of the lots <br />along Hamline Avenue for privacy; types of design and square footage of proposed homes; possible reconfiguration <br />of the town home placements and frontages; drainage options for the site (whether drainage ponds, rain gardens, or <br />underground piping for storage); and balancing affordability with density and attempting to attract young families to <br />increase school attendance. <br />Commissioners concurred in thanking the School District and developers for facilitating neighborhood input in the <br />design process; and ultimate success of projects when communication is provided. <br />Further discussion included projected home prices and market prices; walkways; location of neighborhood park; <br />separate entries and common wall issues for the duplex units; and meeting the goals of the City, School District and <br />keeping the characteristics of the neighborhood. <br />Commissioner consensus was support for Sketch A-2, with modifications as discussed. <br />Chair Traynor thanked the applicant and developers, and expressed the Com <br />of the project as if further developed. <br />d.Planning File 3766: PUD SKETCH PLAN Art Mueller, 2201 Acorn Road, seeks comments pertaining to <br />proposal to subdivide his 1.9 acre single-family residential parcel into four (4) single family residential lots <br />with a private road. <br /> provided for a private cul-de-sac drive; <br />PUD requirements based on the size of the lots; consistency with Comprehensive Plan designations; R-1 Single <br />Family Zoning; neighborhood characteristics; and ongoing land divisions in the neighborhood and neighborhood <br />concerns accordingly. <br />5 of 82/6/2007 11.08 <br /> <br />
