City of Roseville - Planning Commission Minutes for June 7, 2006http://www.ci.roseville.mn.us/council/planning/minutes/2006/pm0607.htm <br />Goals & Policies, including a matrix. <br />Commissioner Roe reviewed the draft text; specific goals and related poli <br />existing language to eliminate redundancy with other goals, noting that the content was retained with little change. <br />Discussion included the ongoing community visioning process in conjunction with current and/or future <br />Comprehensive Plan Updates as part of the review process and current goals and policies. Further discussion <br />included redesigning format while not impacting substance to create a more readable, measurable document and <br />clear guidance for land use. <br />Commissioner Bakeman opined her support of the revised document as keeping the information together; <br />cautioning the need to keep the categories (i.e., vision; goals; strategies; tactics; and policies) consistent throughout <br />the document for future interpretation by staff and future decision-makers. <br />It was Commissioner consensus to include a definition section at the beginning of the document. <br />Commissioner Doherty thanked his fellow sub-committee members with giving him credit for the draft document, <br />however acknowledged his lack of involvement in the process. <br />Commissioner Wozniak discussed outcomes and their intended purpose and place in the process. <br />Further discussion included the role of the Planning Commission in the update; incorporation and involvement in the <br />community visioning process and facilitating transition of those visioning statements into the Comprehensive Plan <br />Update; review of other Comprehensive Plans as to their structure, goals <br />Discussion ensued with how best to obtain and review other Comprehensive Plans, sources, the MN Department of <br /> consensus that a subcommittee should <br />review the selected sample Plans and provide comment to the full Commission. <br />Commissioners Roe and Doherty volunteered to take on this task and report back on a select number (i.e., 10) <br />more attractively structured plans; with Commissioner Wozniak offering to contribute several sample Master Plans <br />identifying similar criteria for review. <br />Member Roe provided introduction to the memos and matrices he developed for reviewing the current goals and <br />policies. General discussion ensued that reached tentative agreement that the next steps involve reorganization of <br />will come out of the visioning process. <br />Members Roe and Doherty, along with Chair Traynor will work over the next month on restructuring the <br />environmental section as a pilot project to determine the feasibility of reworking the rest of the document. <br />Motion: Member Bakeman moved, seconded by Member Doherty to continue the Public Hearing on the <br />Comprehensive Plan Update to a future meeting. <br />Ayes: 7 <br />Nays: 0 <br />Abstain: 0 <br />Motion carried: 7-0 <br />6.Information and Reports <br />Commissioner Traynor reviewed the community visioning process to-date; noted his inability to serve on a subcommittee <br />due to his involvement in the Steering Committee; and encouraged Planning Commissioners to make application for <br />involvement in their preferred areas of interest; and the role, or lack thereof, of the consultant and City Council in the <br />process. <br />Chair Traynor reminded Commissioners of the upcoming joint meeting of the City Council and Planning Commission and <br />proposed agenda. <br />Chair Traynor and Commissioners discussed and reached consensus that the July 2006 Planning Commission be <br />rescheduled from Wednesday, July 5, 2006 to Wednesday, July 12, 2006. <br />Chair Traynor recommended that the next John Shardlow presentation be scheduled at a special meeting, rather than <br />following an extensive Public Hearing agenda; and further recommended that the meeting be noticed to the entire <br />community as part of the visioning process. <br />Commissioner Bakeman sought to receive prior notice of proposed cases (i.e., Mounds View School District sketch plan) <br />in a timelier manner, so she had the information prior to the public contacting her with issues to agenda items she is <br />7 of 82/6/2007 11.08 <br /> <br />
