City of Roseville - Planning Commission Minutes for June 7, 2006http://www.ci.roseville.mn.us/council/planning/minutes/2006/pm0607.htm <br />The applicant, Art Mueller, provided historical information of the site; reviewed his intent for the lots; relocation of his <br />current home from in the center of the four proposed lots; privacy screening and berming considerations for each <br />lot; size of the proposed homes and lots; and rationale for a private road. <br />Considerable discussion ensued regarding a private versus public roadway; future maintenance; utility easements; <br />association covenants and potential lack of consensus of an informal agreement for lot sales and ownership; <br />access for emergency vehicles; City standards for roadways; and extension of public utilities to the site. <br />Mr. Mueller was adamant in his preference for a private roadway to diminish impacts to existing vegetation and <br />preservation of existing trees. <br />Additional discussion included drainage for the lots and road width. <br />restrictions and considerations; future City inheritance of problem areas and private roads for maintenance and <br />plowing; need to consider private and public easement requirements adjace <br />to preserve trees along the roadway, but still needing to access utilities and provide for easements. <br />dequate and that the private homes <br />would have private driveways to accommodate parking; anticipated cobblestone driveways; noted the neighborhood <br />concerns regarding the proposed subdivision; and expressed his lack of interest in any Association Agreements. <br />Additional discussion addressed proposed and future owners and potential problems in agreeing to maintenance <br />and repairs; drainage issues needing to comply with City standards; staff <br />ainage and engineering considerations. <br />nd the end product; however cautioned <br />the distinct character of the neighborhood, and the impacts of such a development, and future developments. <br />Ms. Bloom stated, for the record, the need for a plan to accommodate storm water in accordance with regulations, <br />which would include an engineer performing a rate study to consider the best type of storage facility. <br />Chair Traynor opined his personal lack of support for such a development and subdivision application due to the <br />changes it would create in the character of the neighborhood. <br />Commissioner Bakeman opined her concerns regarding future needs and property sales necessitating the need to <br />address City staff concerns regarding some type of association documentation; and accommodation of emergency <br />ents and recommendations. <br />Commissioner Boerigter questioned Mr. Mueller on his insistence on a private road, with Mr. Mueller finally <br />concluding his concern for tree preservation. <br />Commissioner White further cautioned Mr. Mueller on the advantages of some type agreement among property <br />owners for future reference. <br />Ms. Bloom provided an example of a current legal situation staff is dealing with due to lack of cooperation in a <br />neighborhood; necessitating staff asking the hard questions now to make sure adequate controls are in place to <br />cooperation in addressing his concerns, <br />finding innovative solutions, desire to preserve trees and existing vegetation, and design of a public roadway, with <br />appropriate easements, while working within applicable constraints. <br />Commissioner Roe observed that Mr. Mueller would be taking out more trees for construction and/or relocation of <br />the homes, than would be experienced by construction of a public roadway. <br />Mr. Mueller advised that his practice was to plant two trees for every one he removed. <br />Chair Traynor asked Mr. Mueller to consider the comments and suggestions of staff and the Commissioners, <br />particularly construction of a public, rather than private, roadway at a <br />association agreement. <br />e.Planning File 3692: Continuation -- Introduction to Roseville Comprehensive Plan Update Process <br />Chair Traynor continued the Public Hearing related to the Roseville Comprehensive Plan Update Process. <br />d Doherty) draft of Environmental <br />6 of 82/6/2007 11.08 <br /> <br />
