City of Roseville - Planning Commission Minutes for July 12, 2006http://www.ci.roseville.mn.us/council/planning/minutes/2006/pm0712.htm <br />After further discussion, it was the consensus of the Commission that staff be given discretion to determine what is <br />reasonable to determine traffic circulation on the site regarding limiting the total parking spaces for display and <br />customer parking, given the limitations apparent on and the industrial nature of the site. <br />Motion: Member Boerigter moved, seconded by Member Roe, to RECOMMEND APPROVAL of a <br />Road C based on the comments in Section 4, the findings of Section 5, and conditions of Section 6 of the <br />project report dated July 12, 2006; as amended to include a condition: that the applicant will work with <br />staff to apply appropriate landscaping to soften the frontage along County Road C in keeping with <br />improved aesthetics of the roadway; deletion of existing condition 6.1(c) as appropriate; and replacement <br />with new condition 6.1(c) that the applicant will provide parking lot striping to accommodate parking and <br />drive lanes to achieve adequate traffic flow as prescribed by the City Engineer and City Planner. <br />Ayes: 4 <br />Nays: 1 <br />Abstain: 0 <br />Motion carried: 4-1 <br />Chair Traynor reviewed the process for the July 24, 2006 City Council review of the Planning Commission <br />recommendation. <br />f.Planning File 3692: Continuation -- Introduction to Roseville Comprehensive Plan Update Process <br />Chair Traynor continued the Public Hearing of the Roseville Comprehensive Plan Update Process; recognizing the <br />subcommittee work of Commissioners Dan Roe and Jim Doherty and additional information they had provided for <br />full Commission review related to the vision statements, goals and policies. Commissioners Roe and Doherty had <br />researched Comprehensive Plans from other Cities for additional background information; and the relationship to <br />the ongoing Community Visioning process. <br />Motion: Member Doherty moved, seconded by Member Roe, to carry over discussion of the <br />Comprehensive Plan Update Process to the next meeting. <br />Ayes: 5 <br />Nays: 0 <br />Abstain: 0 <br />Motion carried: 5-0 <br />6.Information and Reports <br />Given the lateness of the hour, Chair Traynor briefly summarized his recent joint meeting with other Advisory <br />Metropolitan Council; the Imagine Roseville 2025 Community Visioning process; and recent appointments to various <br />subcommittees for additional discussion. Chair Traynor ruled that additional discussion would continue at the next <br />scheduled Planning Commission, to allow additional review by Commissioners of proposed timelines for the various <br />components of the Update. <br />City Planner Paschke advised that staff was attempting to schedule another session with John Shardlow, as recently <br />authorized by the City Council.
