City of Roseville - Planning Commission Minutes for August 2, 2006http://www.ci.roseville.mn.us/council/planning/minutes/2006/pm0802.htm <br />Ayes: 3 (Wozniak, Doherty, Boerigter) <br />Nays: 3 (Roe, Bakeman, Traynor) <br />Motion failed. <br />MOTION [9.3]: Member Boerigter moved, seconded by Member Doherty, to RECOMMEND APPROVAL of <br />the REZONING request by Moser and Zawadski Homes (in cooperation with the Mounds View School <br />District) from B-1, Limited Business District to Planned Unit Development with an underlying zoning of <br />R-1, Single Family Residence District (eight single family lots) and R-6, Townhouse District (six town <br />home lots). <br />Ayes: 3 (Wozniak, Doherty, Boerigter) <br />Nays: 3 (Roe, Bakeman, Traynor) <br />Motion failed. <br />MOTION [9.4]: Member Doherty moved, seconded by Member Boerigter, to RECOMMEND APPROVAL of <br />the GENERAL CONCEPT DEVELOPMENT PLANNED UNIT DEVELOPMENT PLAN request by Moser and <br />Zawadski Homes (in cooperation with the Mounds View School District), subject to the conditions <br />stipulated in Section 7 of the project report dated August 2, 2006; as amended to include additional <br />conditions that the developer establish an Association to address ongoing maintenance and aesthetics of <br />common areas; that the developer provide architectural guidelines be provided to encourage diversity in <br />housing and design; and that the developer explore with staff the possibility of owner-occupied <br />requirements as part of any Townhome developments. <br />Ayes: 3 (Wozniak, Doherty, Boerigter) <br />Nays: 3 (Roe, Bakeman, Traynor) <br />Motion failed. <br />Staff was directed to frame the report and comments to the City Council that the Planning Commission, for <br />reasons stated in the discussion supporting both perspectives, sent forth no recommendation. <br />Chair Traynor reviewed the process and noted that the Planning File would come before the City Council at their <br />August 28, 2006 meeting. <br />their attendance and participation. <br />where it started, and should only require minor tweaking. <br />Chair Traynor recessed the meeting at 9:10 PM and reconvened at 9:21 PM <br />b.Planning File 3779: Roseville Chrysler Plymouth request for a CONDITIONAL USE PERMIT to construct <br />additional showroom space on to the east side of the structure at 2806 Highway 35W. <br />Chair Traynor opened the Public Hearing. <br />City Planner Paschke reviewed the request of Jerry Golinvaus of Roseville Chrysler for a Conditional Use Permit <br />to construct a 2,500 2,600-plus square foot showroom addition on to the north side of the existing structure and <br />showroom. Mr. Paschke noted that City Code, Section 1005.015, allows motor vehicle dealers as a CUP; and that <br />the site was a pre-existing use that predated the CUP requirement of the current City Code, requiring an approved <br />CUP for the subject addition. <br />Mr. Paschke reviewed City Code, Section 1010.17, Exceptions for Construction Involving Less Than a 50% <br />Increase in Size, and related percentage of improvements and reasonable and proportional levels of improvement <br />consistent with Sections 1010.01 through 1010.14, in accordance with City Attorney recommendations. Mr. <br />Paschke outlined the review process performed by the Development Review Committee (DRC) and specific <br />the disturbed area; required accessibility updates per the building code; screening of the existing non-conforming <br />trash dumpsters; elimination of the existing non-conforming storage sheds; landscaping along Long Lake Road <br />and adjacent to Highway I-35W; installation of landscaped curb islands in the parking lot; and installation of a curb <br />the Staff Report dated August 2, 2006 in more detail of the criteria recommended to meet City Code. <br />Based on the information and findings provided in Sections 4 and 5 of the project report, staff recommended <br />10 of 152/6/2007 11.13 <br /> <br />
